Full Job Description

This vacancy is for a Supervisory Contract Specialist, GS-1102-15, and serves as a Division Chief in CG-912, Office of Contract Operations, Acquisition Division, Washington, DC.

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified.

You MUST meet the following requirements: To qualify at the GS-15: Applicants must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service.

Directly related experience must have involved applying contracting principles, laws, regulations and procedures sufficient to plan, develop, implement, and maintain all aspects Applying contracting principles, laws, regulations and procedures sufficient to plan, develop, implement, and maintain all aspects of one or more major systems contracts; applying knowledge of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation; formulating guidelines, implementing new developments, and providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor anticipating problems and providing advice to project personnel on effective implementation and time frames required.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following: 1. Knowledge of contracting and acquisition principles, laws, statutes, Executive Orders, regulations and procedures. 2.

Knowledge of cost/price analysis and contract types, methods, and techniques for complex supply and service contracts. 3. Knowledge of negotiation techniques to conduct contract negotiations. 4.

Ability to communicate orally. NOTE: Education cannot be substituted for experience at this grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Major Duties:

The incumbent of this position serves as Supervisory Contract Specialist, GS-1102-15.

This position is responsible for significant Headquarters contractual acquisitions involving such diverse areas as research and development, state-of-the-art systems and subsystems, engineering and technical support services, and production equipment.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: Supervises a staff ranging from approximately 9 employees to approximately 18 employees.

Advises program officials on the programmatic impact that certain contract provision will have on programs. Ensure staff responds to customer inquiries with a reasonable period of time.

Planning includes Advance Acquisition Plans as well as early review of specifications and work statements and schedules. Reviews solicitation and award supporting documentation.

Interprets and implements acquisition policies, regulations, and procedures.

Reviews and clears acquisition documents and instruments of a political and particularly sensitive nature, as well as those requiring a higher level of approval as mandated by law or regulation.
