About the Position: This Supervisory Contract Specialist position is with U.S. Army Corps of Engineers, Ft Worth District with a duty station location of Fort Worth, TX.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) administering contracts in all areas of pre-award and post-award for construction, service, or supply contracts; AND 2) reviewing construction, service, or supply contracts for compliance with regulations; AND 3) prioritizing contracting or procurement actions for an organization to ensure optimal usage of resources; AND 4) advising subordinates on contract or procurement discrepancies to resolve procedural or compliance problems.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Major Duties:

  • Responsible for the overall planning, direction, coordination, and supervision of contracting personnel within the Branch.
  • As an expert in the procurement and contract management field, advises primary customers and District office personnel in all phases of the acquisition process.
  • Provide technical direction over procurement and contracting activities within Branch.
  • Primarily serves as a Supervisory Contracting Officer with signatory authority to execute both pre-award and post-award contract actions.
  • Supervise, plan, and direct the assigned functions and overall personnel management activities within Branch to include positions and the selection of subordinate employees.
  • Monitor contract administration for contractual compliance.
