Job Description

Summary

This job involves leading efforts to communicate with members of Congress about important decisions and actions from the U.S.

Citizenship and Immigration Services (USCIS), a part of the Department of Homeland Security.

You'll create policies for sharing information, work with teams across the organization, analyze data to solve problems, and explain complex immigration rules to lawmakers and their staff.

As a Supervisory Congressional Liaison Specialist, you will plan, design, and oversee congressional engagement policies and procedures governing information dissemination functions for significant and/or controversial USCIS/DHS decisions or actions.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/27/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/27/2026 GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Planning and designing congressional engagement policies and procedures.

Collaborating across organizational units and levels to accomplish program goals.

Analyzing quantitative and qualitative data and information from various sources to determine needs and create solutions.

Developing and approving informational concepts or content intended to generate interest in programs.

Educating members of Congress and staff on complex immigration laws, policies, and procedures, and goals.

  • Supervises a group of employees that provide administrative and technical supervision necessary for accomplishing the work in Headquarters.
  • Perform the administrative and human resource management functions relative to the staff supervised.
  • Establish guidelines and performance expectations for staff members, which are clearly communicated through the formal performance management system.
  • Observe workers performance, demonstrate and conduct work performance critiques.
  • Suggests or makes edits and revisions in documents as necessary and provides quality assurance of work products from the division.
  • Resolves informal complaints and grievances.
  • Develops work improvement plans, recommending personnel actions as necessary.
  • Provides advice and counsel to workers related to technical work and administrative matters.
