The primary purpose of this position is to The primary purpose of this position is: To exercise second-level supervisory and managerial authorities over the 18 Maintenance Group, Maintenance Operations Flight.

Conditions of Employment Continued: The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.

This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.

Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of Knowledge of defense aircraft maintenance program operations including methods, techniques, principles, and objectives to ensure appropriate procedures, policies, training, compliance, and resources.

Experience in sortie generation, repair and maintenance of Tactical and Strategic aircraft such as F-15, F-16, F-22, F-35, KC-135, E-3 and HH-60 and associated equipment. 2.

Knowledge of safety and security regulations, practices, and procedures. 3.

Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4.

Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5.

Ability to communicate both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and oversees the activities of the 18 MXG. Develops goals and objectives that integrate organization and 18 MXG objectives.

Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.

Represents 18 MXG with a variety of installation and functional area organizations.

Establishes, develops, and maintains effective working relationships with 18 CEG, 18 MSG, 18 OG, Kadena Tennant partners, KC-135, HH-60W, E-3B, F-15 System Program Office, Dynamic Force Employed and Host Nation units on Kadena Air Base.

Plans, directs, and administers logistics support requirements under Maintenance Operations functional control to operate the installations Aircraft/Munitions Maintenance Complex.
