Full Job Description

The employee participates in the formulation of programs within the assigned territory and in national policies by contributing ideas, suggestions, and recommendations.

Discusses with and recommends to the Branch Chief methods of improving the service.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 grade level) that demonstrates: - Led and supervised a diverse workforce of permanent and seasonal employees across multiple shifts.

- Applied expert knowledge of cotton classing standards, High Volume Instrument (HVI) grading, and oversaw equipment and facility maintenance.

- Managed operational activities while communicating and promoting organizational priorities, mission, and vision.

- Delivered effective written and oral communication on technical, operational, and personnel matters to individuals and groups of varying sizes. Note: There is no education requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties may include, but are not limited to:
  • The Area Director is responsible for the classification of samples submitted in connection with the Program's cotton classification program.
  • Represents the Program in assigned geographical area in contacting state and local officials on the Smith-Doxey Act and other assigned functions.
  • Provides direct and indirect technical and administrative supervision of the personnel assigned to the classing
  • Plans and assigns the work of the group with the assistance of subordinate supervisors so as to minimize the backlog of samples to be classed.
  • Reviews the work of supervisors and cotton classers for accuracy, consistency and sustainment against classing standards by periodically classing samples.
  • Participates in developing performance standards and prepares performance evaluation ratings of subordinate supervisors and employees.
  • Makes selections for positions and recommends promotions for all personnel under the incumbent's supervision.
