The incumbent serves as the Supervisory Administrative Services Manager (SAS) for the Director of Acute Care within the Office of Patient Care Services, Nursing Service Line and is part of the administrative leadership reporting directly to the Health Systems Specialist.
To qualify for this position, applicants must meet all requirements by 30 days of the closing date of this announcement, 04/16/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: ability to apply knowledge of healthcare system guidelines/standards to improve the efficiency and effectiveness of healthcare programs; ability to perform qualitative and quantitative analysis that includes data retrieval, data analytics, report creation, records and statistical computations for accuracy and propriety; knowledge of Federal Human Resources Management procedures related to recruitment, promotions, labor relations, performance reviews and other general processes; ability to communicate orally and in writing to various management levels for the purpose of preparing reports and summaries of information; skilled in oral and written communication to prepare and present recommendations and solutions regarding complex issues.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B.
or J.D., if related (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level.

Major Duties:
Duties include but are not limited to: Improve production and increase the quality of the work while maintaining a healthy work environment where staff satisfaction is exceptional.
Incumbent will work in conjunction with the Directors of Nursing to prepare reports or response at any time to regulatory agencies.
Prepare HR actions for all Sections under the Directors of Nursing in accordance with regulatory requirements. Serving as a PIV card sponsor in USAccess for the ID badging process.
Monitoring and making necessary adjustments to labor mapping every pay period. Managing and tracking Nursing proficiency promotions to ensure timely and accurately processing.
Maintaining the section/department's historical and projected manpower (Full- time equivalent positions/FTEE) workload data for tracking and planning purposes.
Ensuring that the personnel distribution listing is accurate at all times.
Assisting the Directors of Nursing in compliance with Staffing Methodology or workload data to support additional staff resources.
In collaboration with Nursing Managers and Nursing Equipment Manager, consolidates, coordinates, and reviews total Procurement Request (PR) packages.
Analyzes statistical reports to ensure data is reasonable and if the data is in line with or represents a variance from historical data.
Identifies improvement opportunities and coordinates findings with nursing leaders and the Health Systems Specialist to implement improvements and resolve deficiencies.
Identify productivity workload outliers by researching data entered in VistA, DSS, PAID, VSSC, Regional Data Warehouse and Pyramid directly related to Nursing Service.
Monitors organizational activities to ensure accuracy, timeliness and completion of performance data. Interacts responsibly with clinical and administrative staff at all levels.
Compiles the data and prepares forms and documents including supporting justifications.
Ensures that administrative processes are in place to keep clinical supervisors and clinicians informed of organizational updates, and/or program changes impacting their programs.
Proactively identifying and solving problems before they become significant, anticipating and developing solutions that will prevent problems.
Work Schedule: Monday-Friday 7:30am-4:00pm Telework: This position may be authorized for AD-HOC telework. Telework eligibility will be discussed during the interview process.
