The Supervisory Administrative Specialist (SAS) position also known as the Section Administrator for outpatient programs; Primary Care - Mental Health Integration (PC-MHI) Section and the Acute Care Section, within the Mental Health Service Line at the Puget Sound VA Health Care System (VAPSHCS) - in Seattle, WA.
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 02/20/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Applying qualitative and quantitative analysis to collect, evaluate, and interpret data in order to identify issues, trends, or opportunities for operational improvement.
Supporting or overseeing operational or workload management activities within healthcare delivery systems, including application of program standards, performance measures, or clinical practice guidelines.
Participating in or supporting the management of administrative resources (e.g., staffing, budget, procurement, space, or equipment) to support program operations and improve efficiency.
Assisting with or leading efforts to evaluate, develop, or improve administrative or program processes by applying applicable policies, procedures, or regulatory guidance.
Contributing to or supporting analysis of current or projected programs to help establish priorities, milestones, or short- and long-term goals.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D.
or equivalent doctoral degree OR have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree OR have successfully completed a LL.M., if related.

Physical Requirements: The work is primarily sedentary and performed in a typical office setting, involving a normal amount of sitting, walking, standing, carrying, etc.
There is frequent use of computer monitor and keyboard. The setting may be quite stressful at times because of the complexity and quantity of work.
Work Environment: Typically performs work in an office setting that is adequately lighted and climate controlled; however, regular trips to patient treatment areas and exam rooms are essential.
The position requires travel between Tacoma and Seattle divisions and CBOCs on a regular basis, which may require occasional overnight travel to meetings, conferences and training sessions.

Major Duties:
You will formulate plans and determine goals independently and collaboratively with the service and conducts Continuous Quality Improvement reviews in program areas.
You will review analytical data sources, using data bases and supporting business management relationships between other service lines and researching and developing new policy.
You will perform quarterly workload, productivity, labor allocation, and cost studies, produce quantitative and qualitative data, and summarize significant trends and issues that affect the PC-MHI, Acute Care section overall effectiveness and productivity.
You will be responsible for preparation of annual business and budget plans and collaborates with fiscal representatives regarding annual expenditures.
You will set team goals and technically directing the work of subordinates.
You will report compliance imposed by external agencies and directives and policies; such as, Joint Commission (JC); Office of Inspector General (OIG), Congressional Law, Veterans Health Administration (VHA) Directives, Veterans Administration Central Office (VACO) and Veterans Integrated Service Network (VISN) Policies, Veterans Administration Medical Center (VAMC) Governing Council and Union Contracts.
You will plan, assign, review and accept or reject work done by subordinates.
You will coordinate leave, approve time as appropriate and arrange cross coverage to provide adequate coverage for outpatient clinics across the MHSL and other related activities of personnel assigned to the sections.
