About the Position: This position is located at Brooke Army Medical Center, Fort Sam Houston, Texas This is a Direct Hire Solicitation Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Certification Level 1: THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes analyzing accounting information to monitor financial data related to medical insurance claims; operating accounting systems; and training staff in financial processes.

OR Education: One full years (i.e., 27 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting or finance.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18.

Add the two percentages. Major Duties:

  • Utilize multiple financial systems in support of billing and collections.
  • Resolve questions on eligibility and applicable charges to include treatment received at subordinate medical facilities within the medical center’s geographic region of responsibility.
  • Prepare monthly reports of collections for submission to Defense Health Agency (DHA).
  • Investigate patients claiming to be medically indigent and unable to provide payment for hospital charges.
  • Transmit delinquent accounts to the Finance and Accounting Officer for processing and collection when they become uncollectible at the hospital level.
  • Prepare billing documents, receive payments, and prepare accounting documents for official financial record keeping and reporting functions.
  • Supervise subordinates engaged in performing a variety of bookkeeping, accounting, and administrative duties involved in maintaining accounts, Patient Trust Fund, Third Party Collections, and processing of Medical Affirmative Claims.
