Agency Summary

The purpose and mission of the Marion County Community Corrections Agency is to improve the lives of citizens in Marion County through community supervision, as an alternative to incarceration, utilizing evidence-based practices and comprehensive case management while cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the citizens of Indianapolis and Marion County.


Job Summary

This position is responsible for overseeing and supervising the performance of team leaders and front-line team-members located at Marion County Community Corrections (MCCC) facilities.

The incumbent in this position is responsible for the supervision of clients, development of case plans, referral to services, programming, processing arrivals and releases for the program, handling phone calls and requests, requesting home visits, and monitoring of electronic monitoring equipment.

Incumbent in this position is responsible for assisting in the day-to-day operations and programming related to MCCC and directly responsible for public safety, team-member safety, team-member accountability, and adherence to evidence-based practices.

Incumbent in this position has wide latitude to make decisions related to public safety, team-member safety, and client safety and accountability for records management, maintenance and retention, and administrative services.

The incumbent operates within a wide range of discretion for hiring and terminations. Incumbent may deviate from standards as established within the appropriate policies, procedures, and laws.

Errors in judgment could cause irreparable consequences and lost work hours to the agency. Incumbent will exercise freedom in judgment while assisting in policy formulation and negotiations.

Position will provide input to the manager in agency-wide decision making and provide assistance in the absence of their manager.

The incumber in this position is required to be on-call 24-hours a day, seven (7) days a week and may participate in a rotating schedule. Position reports to the Manager, Operations.

Must have and maintain a valid driver's license.

Requirements

  • Responsible for the daily supervision and performance of assigned team-member
  • Aids in personnel matters such as recruitment, promotion, and disciplinary processes
  • Helps with implementing, updating, and enforcing agency policies, procedures, and standards
  • Enforces adherence to all applicable laws, policies, and procedures
  • Supervises the screening process for all community corrections referrals and ensures coordination with local and out of county and state entities regarding placement
  • Ensures case manager capacity levels are sufficient for placements, as much as possible
  • Responsible for ensuring policies and procedures are properly enforced and are consistent with all federal, state, and local laws and regulations
  • Responsible for ensuring emergency plans are in place and team-members are adequately trained in policies and procedures
  • Ensure internal and external problems, conflicts, and issues are dealt with appropriately through the use of investigation, fact finding, interviewing, and analysis of information, including citizen and client complaints or grievances
  • Ensures accountability and oversight over a daily average of over 3,000 clients
  • Represents the agency to other agencies, groups, boards, businesses, and the public
  • Serves as the liaison by responding to questions, problems, and concerns of other agencies and divisions, courts, vendors, community individuals, program, and agencies
  • Prepares statistical data and reports to summarize and evaluate program performance
  • Compiles annual data and creates annual reports for the processing division
  • Compiles annual reports of each team-member in the processing division
  • Oversees data entered into spreadsheets
  • Oversees projected release dates of clients who may be in the Department of Correction with community corrections to follow clients in the Adult Detention Center waiting for their bond to be posted and clients who are in other states or counties who are ordered to Community Corrections
  • Supervises processing specialists and team leads in overseeing their day-to-day tasks
  • Reviews and monitors pay, hours worked, schedules and FMLA or compensatory time
  • Oversees the incoming of clientele reporting directly from the courts or being transported from the Adult Detention Center, Indiana Department of Correction, and Duvall Residential Center
  • Oversees violations and memorandums drafted by team leads to ensure accuracy before being submitted to the courts
  • Oversees team-members and clients are in a clean, safe working environment at all times
  • Reviews and monitors client treatment plans and programs, scheduling of clients for programs, offender participation and ensures compliance to program rules and regulations
  • Attends court hearings and proceedings, participates in the staffing of cases and supervises and reviews recommendations for referrals
  • Monitors client to case manager ratios and client violations of program specifications
  • Contributes to the strategic direction of the agency
  • Responsible for assisting with the development of short- and long-term management of logistical operations and resources
  • Ensures the implementation and adherence to evidence-based practices for community corrections, and community partners and vendors
  • Ensures staff utilizes the Eight Principles of Effective Intervention in daily duties while working with clients
  • Responsible for the utilization of positive reinforcement and prosocial modeling in an attempt to achieve repeat prosocial behavior
  • Models de-escalation skills to achieve the same behavior from staff and clients
  • Ensures the implementation of continuous quality improvement processes and plans for community corrections
