Job Description

Summary

This job is for a supervisor in the Navy's contracting department, where you'll oversee the entire process of buying goods and services for the military, from planning deals to finalizing them, while leading a team of contract specialists.

It involves managing complex purchases, training staff, and ensuring projects stay on track.

Key Requirements

Full Job Description

You will serve as a SUPERVISOR in the CONTRACTS (20000) of NIWC ATLANTIC.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NM-03 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Managing the full contracting lifecycle and overseeing complex contract acquisitions, including planning, negotiation, administration, and closeout.

Supervising staff, ensuring workload balance, and maintaining progress toward milestones.

  • You will be responsible for the end-to-end management and execution of the contracting process from solicitation, proposal, evaluation, and award through contract closeout.
  • You will plan, develop, and establish the overall goals and objectives for the team and has overall responsibility for acquisition planning, advertising, negotiating, awarding, administering, and/or terminating routine and highly complex contracts.
  • You will use the full spectrum of contract types and techniques, including cost reimbursable, cost plus award fee, and indefinite delivery, multiple award, trade-off analysis, and Performance Based Services Acquisition (PBSA) contracts.
  • You will have the responsibility for mentoring, coaching, training, and assisting the Branch members.
  • You will lead the Branch in identifying, distributing, and balancing workload and tasks among team members in accordance with established priorities, workload, skill level, etc.
  • You will keep the team apprised on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks.
