The County of Riverside's Transportation and Land Management Agency is seeking to fill a Supervising Plan Check Engineer position for their Plan Check Division located in Riverside, CA.
The Supervising Plan Check Engineer will be responsible for supervising technical-level staff within the Plan Check Division and overseeing plan review operations throughout the County of Riverside.
The incumbent’s duties include, but are not limited to, managing the daily operations of the plan review section, coordinating workloads, providing technical oversight, and ensuring staff adhere to departmental policies, codes, and regulatory standards.
Incumbents are expected to remain current on local ordinances and state regulations, exercise a high level of technical proficiency, and serve as a liaison with contractors, architects, engineers, and the public—offering expert consultation on complex plan reviews and regulatory compliance.
The most competitive candidates will possess experience with public agency administration systems, strong proficiency in Bluebeam, advanced knowledge of construction compliance with local ordinances and state regulations, consultation experience within a public agency for construction code compliance, and direct experience approving structural plans for residential and commercial buildings.Meet the Team!The County of Riverside Transportation & Land Management Agency(TLMA)is the umbrella agency for seven county departments.

Requirements
• Under direction to perform varied and difficult professional structural engineering review of construction plans.
• Assign work, give instructions, and resolve difficult engineering and administrative problems in connection with directing the work involved in the review and approval of structural plans.
• Direct the activities of a group of office engineering personnel in analyzing field data, preparing plans, profiles, maps, and related drawings necessary for construction work.
• Make or review structural engineering analysis of proposed commercial, industrial and complex buildings and structures.
• Review building and structural plans for conformity to uniform building codes, local ordinances, state regulations, and administrative policy.
• Assist and advise permit applicants in engineering and technical structural problems; assist and participate in the in-service training programs of building inspectors and engineering technicians relative to structural inspections.
• Provide technical information to officials of other governmental jurisdictions, other engineers and the public.
Qualifications
OPTION I
Education: Graduation from an accredited college with a bachelor’s degree with a major in civil, structural, mechanical or electrical engineering, geological engineering, or a closely related field.
Experience: One year of experience equivalent to a Senior Plan Check Engineer with the County of Riverside.
OPTION II
Education: Graduation from an accredited college with a bachelor’s degree with a major in civil, structural, mechanical or electrical engineering, geological engineering, or a closely related field.
Experience: Three years of building plan check, architecture, civil engineering or environmental enforcement experience, which must include at least one year of advanced journey/lead-level experience.
ALL OPTIONS
Knowledge of: The fundamentals of civil engineering; mathematics and physics as applied to engineering; accepted practices of structural plan review and approval; general methods and procedures of describing real property.
Ability to: Direct the work of subordinate engineering personnel; plan check a variety of construction projects with skill and accuracy; make difficult mathematical computations and keep neat and accurate field notes; review and approve structural plans; maintain cooperative working relationships with others.
Other Requirements:
Possession of a valid certificate of registration as a Structural or Civil Engineer issued by the California State Board of Registration for Professional Engineers is required.
Possession of current certification as a Plans Examiner from the International Code Council (ICC) is required.
Certification through the Division of the State Architect (DSA) as a Certified Access Specialist (CASp) is desired.
License: Possession of a valid California Driver's License is necessary at the time of hire and must be maintained throughout employment. County vehicles may be available but are not guaranteed. Employees may be required to use their own vehicles for field travel and are required to provide vehicle insurance information for their personal vehicle. The incumbent is required to drive throughout the County of Riverside to supervise staff at a variety of satellite locations.
Schedule: This position may require incumbents to work extra hours, including evenings, weekends, and holidays as needed.
