Full Job Description

The Commissioner of the Revenue is one of Loudoun's five elected constitutional officers. Our mission is to serve citizens and the business community by administering tax programs mandated by the Code of Virginia and local ordinance in a manner that is efficient, fair, equitable, and thorough, while protecting the confidential personal and business information entrusted to the office.

Requirements

The Office of the Loudoun County Commissioner of the Revenue is seeking a Commercial Supervising Appraiser. The Supervising Appraiser will be responsible for the day-to-day operation of the commercial appraiser team.

Candidates should be seasoned professionals with significant appraisal, ad valorem tax, and supervisory experience. Candidates must be able to use and defend commercial valuation practices including the collection and processing of data related to sales and construction costs and be able to understand and reconstruct income and expense surveys. Additionally, candidates should have familiarity with land use concepts, zoning, proffer packages, development plans, and site plans as well as legal documents such as leases, purchase and sale agreements, and condominium declarations.

Must be able to direct the maintenance of required files and records, prepare reports, correspondence and other written materials, supervise and train assigned personnel, and complete any valuation assignment. Comprehensive knowledge of appraisal principles, practices, and techniques related to the assessment of real estate is required.

The successful candidate must possess a thorough knowledge of applicable state and local laws pertaining to the assessment function. Candidates must have the ability to manage a high-volume workload, deal effectively with management, assist internal and external customers as required, and resolve conflicts.

Hiring salary commensurate with experience.

Qualifications

Requires any combination of education and experience equivalent to a bachelor's degree (master's degree preferred) in a field related to Real Estate Appraisal, Finance, Accounting, Business Administration and four (4) years of progressive assessment and appraisal experience.

Three years of supervisory experience is desired along with a SRA, MAI, RES, MAS, or CAE designation preferred. Must be proficient in employee supervision, selection, work planning, organization, performance review and evaluation, and employee training and discipline.

Requires thorough knowledge of the principles and practices of complex real property appraisal for real property tax assessment purposes; applicable laws, codes and regulations; computer applications related to assessment work; standard office administrative practices and procedures; methods and techniques of property ownership research and investigation; record keeping principles and practices; and techniques for dealing with the public.

Ability to establish effective working relationships with fellow employees, County officials, members of the business community and the public is required. Knowledge of Virginia taxation law and county regulations governing the appraisal of commercial, industrial, residential and special purpose properties is necessary.

Ability to work in various outdoor weather conditions, traverse undeveloped land and tour construction sites. Occasional bending, stooping and light lifting may be required.

Additional Information

The successful candidate will undergo criminal background, credit, and DMV record checks. Must maintain a valid driver's license in Virginia or regional state of residence.
