Summary

This job involves leading a team to manage and improve the city's sanitary sewer system, including overseeing maintenance, reviewing project designs, and solving technical issues to keep wastewater flowing efficiently.

Key Requirements

  • Registration as a Professional Engineer (PE) in the State of Texas; out-of-state engineers must obtain Texas licensure within six months of hire
  • Master's degree in Engineering may substitute for up to two years of experience
  • Valid Texas Driver's License and compliance with City of Houston driving policy
  • Preference for experience in wastewater collection system analysis and an engineering degree

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
  • Coordinate and manage a variety of engineering activities and personnel to identify, evaluate, manage, maintain and operate the sanitary sewer collection system sewer lines, manholes and laterals.
  • Provide technical guidance, supervision and coordination of technical personnel and projects.
  • Provide technical analysis and information to develop solutions to improve effectiveness and efficiency of the wastewater collection system.
  • Review and analyze CIP projects design documents for proposed improvement to the sanitary sewer collection system.
  • Evaluate proposals and make recommendations for projects and manage demonstration.
  • Respond to inquiries by departments, consultants, agencies and public.
  • Attend meetings and conferences. Coordinates special projects.
  • Establish defined measures and goals for performance evaluations.

WORKING CONDITIONS
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations.

This is a Department of Houston Public Works Emergency Management position at the Tier II Level.

Requirements

EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.

OR

Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.

EXPERIENCE REQUIREMENTS
Six years of active practice in engineering work after graduation from an approved curriculum in engineering, with one of the years as a licensed Professional Engineer, or in a role of Project Manager or higher obtained after licensure as a Professional Engineer.

Engineers from out-of-state must

be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;

AND

obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.


Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.

LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.

May require a valid Texas Driver's License and compliance with the City of Houston's policy on driving (A.P. 2-2).

Qualifications

Preference may be given to applicants who have experience with wastewater collection system analysis experience and an engineering degree.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
