Spanish Bilingual Required - Candidates will be required to take and pass an unproctored Spanish bilingual assessment.

The Riverside County Treasurer-Tax Collector is seeking a Supervising Accounting Technician located in Palm Desert. This position will work under the direction of and report directly to the Deputy Treasurer-Tax Collector for the Public Services Unit.

The selected candidate will oversee the daily operations of the Public Services Unit, providing direct supervision, guidance, and performance management for all assigned staff. This includes coordinating staffing and training for the Interactive Voice Response (IVR) system, Agent Client Display (ACD), and front counter cashiering functions, while ensuring consistent, high-quality public service. The Supervising Accounting Technician will develop and maintain written procedures, train employees on the integrated property tax system, interpret and communicate County and State laws, and conduct regular one-on-one meetings to monitor progress, address challenges, and ensure compliance with statutory deadlines. The role also includes interviewing prospective employees, scheduling staff, approving timesheets, and ensuring all equipment and facilities are properly maintained and secure. Additional responsibilities include reviewing and approving refunds, resolving complex public inquiries, monitoring departmental email channels—including Riverside County’s 311 system—and assigning or responding to matters requiring supervisory attention. The Supervising Accounting Technician will track and analyze statistical data related to public service activities, support workflow efficiency, and recommend operational improvements. The position may also assist with accounting functions and the processing of tax payments, along with performing other duties as assigned by the Deputy Collector, Chief Deputy, or Department Head to support the department’s mission and service standards.

The most competitive candidates will demonstrate a thorough understanding of the Treasurer-Tax Collector’s operations and possess strong working knowledge of the laws governing the assessment, billing, and collection of secured, unsecured, and supplemental property taxes. Ideal applicants will have extensive experience in property tax collection, proven success supervising multiple staff members, and a solid background in public service, along with the ability to navigate complex situations and support high-volume public service operations.

Riverside County Treasurer-Tax Collector is responsible for the billing and collection of property taxes, and, for the receiving, processing, investing and most importantly, safeguarding of public funds, as mandated by the laws of the state of California.




Requirements

Primary Duties:

  • Provides direct supervision of all regular and temporary personnel assigned to the unit.

  • Responsible for monitoring, staffing, and training related to the Interactive Voice Response (IVR) system, Agent Client Display (ACD), and front counter cashiering duties.

  • Prepares performance appraisals for all staff.

  • Recommends and conducts disciplinary action when necessary.

  • Develops written procedures and job descriptions to define, clarify, and instruct staff.

  • Reviews division work procedures and recommends changes to improve efficiency.

  • Trains new and current employees on the integrated property tax system, including the collection and computation of taxes and fees.

  • Conducts one-on-one meetings with unit staff to assess work progress, develop plans to meet work objectives and statutory deadlines, and update staff on new laws, policies, and rules affecting operations.

  • Interprets and instructs staff on County and State laws.

  • Monitors the quality of public service provided by the unit.

  • Schedules vacations and time off for all employees.

  • Reviews and approves staff timesheets.

  • Delegates duties among public services personnel to ensure efficient workflow and adequate coverage for public service through the IVR/ACD system and front counter operations.

  • Interviews prospective employees when vacancies occur within the unit.

  • Ensures all public service equipment is maintained in good working order and utilized to its fullest capability.

  • Tracks statistical data related to public services, including phone calls, email correspondence, mobile home tax clearance requests, research requests, transfer requests, lien research, installment payment plans, cancellation of penalty requests received at the counter, and other public service-related metrics as requested.

  • Handles complex questions and resolves difficult issues involving the public.

  • Reviews and approves refunds as needed.

  • Monitors incoming departmental emails and assigns them to appropriate staff; personally responds to or reviews complex inquiries requiring supervisory attention.

  • Monitors and responds to emails received through Riverside County’s 311 messaging program.

  • Ensures the facility opens and closes on time in accordance with department policy, that doors are secured, and that all security procedures are followed by staff.

  • Performs other duties as assigned by the Deputy Collector, Chief Deputy, or Department Head.

Assist With:

  • Accounting functions.

  • Processing of tax payments.

Qualifications

Experience: One year of experience as an Accounting Technician I or Supervising Accounting Assistant with the County of Riverside or an equivalent position;

OR

Four years of experience in the maintenance and review of fiscal, financial, or statistical records, including one year in the reconciliation of accounts (experience in reconciling governmental budget accounts is preferred); One year of the stated non-specialized experience may be substituted as listed under Education.

Education: Typically, one year of the stated non-specialized experience may be substituted with the completion of 12 semester or 18 quarter units in accounting from coursework at an accredited college or university.

Knowledge of: Principles and practices of supervision; principles of office management.

Ability to: Effectively supervise employees engaged in performing a variety of accounting support duties; reviews the work of others to ensure accuracy and compliance with legal and administrative requirements.


Testing Requirement: Individuals who indicate that they are bilingual in Spanish will be REQUIRED to take and pass an unproctored Spanish bilingual assessment.
