Requirements

General Requirements:

  • A current, valid Pennsylvania Class C Driver’s License is required at the time of appointment and must be maintained throughout employment.

Qualifying Requirements:

Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status.

  • WORK EXPERIENCE: The application must clearly show three (3) years of full-time managerial experience in Aquatics Operations, Maintenance and Programming. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Parks and Recreation Administration, Public Administration, Leisure Studies or a related field.

    EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above).

    The Total Qualifying Requirement is seven (7) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

    Additional Information

    • Program and administer all resources and functions of Aquatic Facilities within the Department of Parks and Recreation.
    • Administer the planning and implementation of various programs related to the operation and maintenance of the City’s Aquatic Facilities.
    • Supervise assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required.
    • Work with project managers and assigned staff to administer preventative maintenance programs for all Aquatic Facilities.
    • Ensure that work on each project is performed in accordance with the contract document, including work schedules and budget, and that all provisions of the agreement are fulfilled.
    • Oversee the planning and directing of the training for all Aquatic Staff (e.g., Lifeguarding/CPR/AED/First Aid for the Professional Rescuer, Aquatic Programming – Learn to Swim, Water Fitness, Swim Team, All-Staff and Manager Orientations, Cashier Training, etc.).
    • Assist in managing and coordinating the interview, hiring and onboarding process for all Aquatic Staff.
    • Oversee and approve requisitions, personnel transaction forms, terminations, disciplinary action, timesheets, and payroll vouchers for all Aquatic Staff.
    • Make on-site inspections to ensure adherence to City, Departmental, State, and Allegheny County Health Department rules, regulations, policies and procedures regarding Aquatics operation and maintenance.
    • Act as liaison and coordinate technical assistance of consultants; may direct/advise contractors, departmental personnel, and others to ensure proper completion of assigned projects; informs the Director of problems and recommends and implements corrective action.
    • Oversee the planning and management of various engineering, architectural and construction projects as required.
    • Participate in the preparation of the Departmental Operating and Capital Budgets.
    • Participate in the contract reviews relative to the purchase of commodities/equipment and/or securing services/repairs/rentals used in Aquatic operations and maintenance.
    • Meet with community groups, organizations, and/or residents to resolve problems and issues as required.
    • Maintain records and prepares accurate reports, correspondence, etc.
    • Plan, develop, direct, coordinate, organize and control the materials, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.
    • Manage area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.
    • Perform activities and functions of related personnel as assigned or required.
    • Perform such other related tasks and duties that are assigned or required.
