THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a STRATEGIC PLANS AND POLICY OFFICER, Position Description Number D2967000 and is part of the CO JFHQ J3, National Guard.
This is a provisional position description that projects duties and responsibilities associated with the Joint Staff.
This position is located in the Joint Force Headquarters-State, Strategic Plans, Policy, and Interagency Interoperability Directorate, (J-5). Military Grades: O-3 - O-4 1.
Specialized experience will be used to determine qualifications for the announced position. 2. An applicant's RESUME must provide, in detail, how they meet each specialized experience listed below.

Must have at least 36 months of Specialized Experience in each of the following: Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.
Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.
Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.
Experience preparing written communications and oral presentations. Major Duties:
The primary purpose of this position is to serve as the Officer over Strategic Plans and Policy.
The incumbent serves as the primary advisor to the Adjutant General, and the Chief of the Joint Staff on matters of short, mid, and long-term programs.
Coordinates and oversees development of measurable strategic timetables, goals, objectives, and milestones implementing instructions, local plans, policies, and programs.
Reviews Department of Defense (DoD), Department of the Air Force, Department of the Army (DA), National Guard Bureau (NGB), Army National Guard (ARNG), Air National Guard (ANG), and other agency planning documents (i.e.
National Military Strategy, Defense Planning Guidance, Quadrennial Defense Review, etc.) and ensures the state strategic plan remains synchronized with current topics, future initiatives and higher headquarters planning documents.
Conducts statewide analysis for strategic planning, re-engineering issues, and program integration.
Conducts and oversees the completion of detailed studies in response to the state Adjutant General and Chief Joint Staff requests and prepares executive summaries, information papers, and briefings for internal and external audiences.
Provides oversight on the coordination and administration of activities and programs which integrate military and non-military agencies and international programs as directed by NGB, Combatant Commanders (CoComs), Department of State, and other appropriate tasking authorities.
Performs other duties as assigned.
