Conditions of Employment (Cont.) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air ForceCivilian Testing Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use byemployees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and publicsafety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Series, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes Mastery knowledge of the principles, methods, practices, and techniques of communication; strategic planning principles and practices; and effective business practices that enable the employee to function as a technical authority on strategic communications initiatives, goals, and objectives.

Thorough knowledge of the National Security Strategy, National Defense Strategy, National Military Strategy, and the Air Force's role in accomplishing the goals set forth in those documents.

Comprehensive knowledge of the Air Force Corporate Structure, Planning Programming Budgeting and Execution (PPBE) process, and their relationship to legislative oversight and communications activities.

.FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of strategic communications and engagement plans and procedures. 2.

Comprehensive knowledge of the relationship of the various Air Force entities involved in the Planning, Programming, Budgeting, and Execution (PPBE) process and its relationship with the annual Congressional authorizations and appropriations process.

3.

Comprehensive knowledge of best practices and approaches to developing strategic communications engagement strategies, plans, strategic narratives, and messaging that take into account an understanding of the Department of the Air Force's stakeholder ecosystem.

4.

Working knowledge and skill of various software types and products such as Adobe and Microsoft Office suite of tools in order to effectively produce and edit documents, briefings, and other products in the performance of duties.

Knowledge of online and digital tools such as social media platforms, webpage design applications, and Sharepoint. 5.

Skill in communicating effectively, both orally and in writing in order to articulate and advocate for Department of the Air Force positions and condense technical inputs into laymen's terms without altering basic content; skill in preparing staff packages and briefings, conveying ideas, and formulating strategy.

6. Ability to plan and coordinate executive level meetings with other Department of the Air Force members, the Services, the Joint Staff, OSD, and foreign military organizations.

Ability to establish and maintain effective working relationships with a variety of individuals and organizations to include presenting information and decisions in briefings, reports, and other materials.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

The primary purpose of this position is to serve as a senior member of the A5 Strategic Communications team, providing expert communications support, advice, guidance, and execution of A5 communications, outreach, and engagement initiatives.

Develop strategic communications narratives and visualizations for A5 engagements that are both internal tothe Department of the Air Force and Department of Defense, as well as for external key stakeholders in thefederal government, private industry, and international partners.

Integrate efforts and messaging across divisions within A5 in support of overall strategic communicationsobjectives, engagement plans, and vision.

Respond to taskers originating from CSAF/SECAF, VCSAF/USECAF, Joint Staff, OSD, Congress, andothers regarding the work of A5, including regarding concepts, strategy, capability development, future forcedesign, reorganizations, and rebranding.

Maintain online/digital A5 presence and support A5 branding initiatives.
