Specialized experience is defined as: Serving as a consultant to top management officials or senior leaders providing advice, guidance and direction on the organization's strategic planning process to ensure alignment with core business functions (i.e., financial management, accounting, technology, marketing, sales, etc.).

May include: reporting on strategic performance measurement data; advising on linkage between strategic measures and operational requirements; providing expertise on strategic communication, etc.

Developing Strategic plans and business plans. Leading the implementation of strategic management and developing strategy and processes that focus the organization.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.

Major Duties:

  • Serves as the DFAS staff authority on interpretations of strategic planning regulations and policy guidance.
  • Establishes and communicates the Agency's long-term direction through development and delivery of the Agency strategic plan and key messaging; ensures continuous progress toward the Agency's vision.
  • Leads the effort to implement the Agency strategic plan through the implementation and execution of the strategic governance process.
  • Serves as the strategic performance advisor, evaluating and reporting Agency performance against the desired strategic results.
  • Plans, organizes, directs, coordinates and reviews the work of the office. Exercises full supervision and management authority for long range planning, goal setting, and the evaluation of subordinate staff.
  • Leverages project management best practices and prepares final study reports and results of program analyses involving cross-functional considerations.
