This job involves leading and coordinating projects that develop big-picture plans and improvements for city departments, from start to finish, including managing teams, budgets, and communications.

Education and Experience: Bachelor's Degree or higher in Business or Public Administration, Project Management, Organizational Development or higher in related field and five (5) years of work experience in program or project management, strategic planning, policy development or public administration.
Licenses and Certificates: Texas Class "C" Driver's License or equivalent from another state.
Under direction, plan, coordinate and manage one or more projects relating to development of strategic initiatives, which may impact a division or department throughout the project's lifecycle and implementation.
Manage project activities in the areas of development of strategic initiatives leading to change management, project planning, coordination, communication, and execution.
Involves: Responsible for the project development life cycle for assigned key strategic initiatives. Management of diverse stakeholder expectations and cross-functional project teams.
Execute, close and evaluate projects under direction.
Manage all aspects of various projects on identified strategic initiatives by assembling project team, identifying appropriate resources needed, and developing project timelines to completion.
Consult with managers or other technical experts in specific subject areas to obtain clarification of expected results. Develop project plan in consultation with stakeholders.
Identify project objectives and deliverables. Collaborate with stakeholder and user department personnel during every phase of the project.
Lead project team to produce a work breakdown structure that outlines the strategic initiatives project plan; and assign duties, responsibilities and scope of authority to project team members.
Develop and implement plans to communicate with the involved project stakeholders.
Lead strategic initiatives project teams to develop, initiate and implement comprehensive strategic plans for short-term and long-term process improvements to align with City’s vision and mission.
Involves: Collaborate with participating City departments and consultants, vendors, contractors, and subcontractors in the implementation and deployment of projects.
Monitor the progress of work assignments. Develop consensus on project schedules and inform team members of project progress and potential schedule slippages.
Accommodate changes and updates to schedules and budgets. Track budget expenditures, and analyze project budget reports to calculate project expenses and identify excessive expenditures.
Discuss budget issues with project team in order to resolve budget overruns and erroneous data. Examine cost estimates and compare to original budget.
Identify efficient methods to accomplish work tasks. Lead project problem identification and resolution process. Manage risks and respond to changes in risk over the course of the project.
Evaluate projects to make certain project results meet the intended goal, satisfy quality standards, and meet stakeholder expectations. Identify ways to improve project outcomes.
Review plans with various specialists and subject-matter experts, attend meetings and provide direction to team members throughout the project life cycle.
Identify and resolve problems, and integrate and review schedules.
Maintain clear communication with project team members and stakeholders.
Involves: Lead project team meetings and serve as primary contact for stakeholder and sponsor concerns; lead discussions to arrive at consensus; and resolve conflicts between team members.
Coach team members on project methodology and processes. Write project status reports.
Represent the city and assist with developing marketing and communications in support of project initiatives as assigned.
Attend various meetings and conferences and interact with a wide range of officials, departments and the public.
Assist with the communication on City’s ongoing projects and implementation of strategic plans and strategies.
Coordinate with the City’s Communications Department to create marketing plans to promote project initiatives through press releases, radio, television and social media platforms.
Serve as primary liaison for project initiatives and programming and conduct public outreach by participating in community meetings, visiting civic organizations, businesses and other entities.
Prepare and deliver presentations to targeted audiences.
Develop cost benefits and strategic analysis for current and proposed projects. Involves: Oversee development and documentation of strategic goals and objectives provided by departments.
Develop key performance indicators to measure and quantify process improvements and impacts.
Direct personnel assigned to projects as required for project implementation and provide input to supervisors on performance of individuals while assigned to projects.
Perform miscellaneous related duties as required.
Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development.
Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants.
Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
