Job Title: Statewide Case Review Supervisor (WMS2)
Location: Olympia, WA (While the official duty station for this position is Olympia, WA, the working location is negotiable within other areas statewide. This position is primarily remote; however, the incumbent must have the ability to travel and attend in-person meetings/trainings.)

We are looking for a Statewide Case Review Supervisor (WMS2) to direct the work of the Statewide Case Review Team (SCRT), which provides field office quality assurance reviews statewide. The Supervisor for the SCRT supervises a team of seven (7) Management Analyst 5 (MA5) positions who conduct case reviews for each of the child welfare field offices across the state’s six regions. The SCRT reviews practice in the Child Protective Services, Family Voluntary Services, Family Reconciliation Services, and Child and Family Welfare Services programs. Statewide case reviews are a component of DCYF's quality assurance activities that measure items from the federal Child and Family Service Review and Program Improvement Plan. The Opportunity:
The Statewide Case Review Supervisor reviews social work practice to ensure alignment with applicable child welfare statutes and federal child welfare practice expectations. Reports are generated from these reviews that identify areas of strength and improvement opportunities. This position conducts case reviews and reviews case work practice alongside the SCRT team for quality assurance.

Some of what you will get to do:
  • Develop, plan, manage, and implement DCYFs statewide case review process.
  • Standardize and operationalize the statewide case review program.
  • Meet with office and regional leadership to discuss the results of reviews, to include detailed rating narratives outlining the areas of strength and improvement opportunities.
  • Discuss the identified themes or trends within the review in the areas of safety, permanency, and well-being.
  • Supervise a team of MA5’s conducting reviews.
  • Provide leadership, direction, and training to staff.
  • Provide subject matter expertise for the Alliance for Child Welfare Excellence in the development of ongoing training.
  • Develop reporting and quality assurance mechanisms and provide analysis that includes recommendations to management regarding the effectiveness of social work practice and associated outcomes.
  • Participate in internal and external workgroups related to case review activities and outcomes.
  • Develop reporting and tracking tools to ensure compliance with federal and state laws, performance measurements, and identify improvement opportunities and course corrections.

What we are looking for (Required Qualifications):
A Master’s degree with a major study in social work, social sciences, public administration, law, public health, health administration, or a closely allied field AND 5 years of progressively responsible experience in the implementation, evaluation, strategic planning, or management of programs in public child welfare.
OR
A Bachelor’s degree with a major study in social work, social sciences, public administration, law, public health, health administration, or a closely allied field AND 8 years of progressively responsible experience in implementation, evaluation, strategic planning, or management of programs in public child welfare.
OR
Eleven years of progressively responsible experience in two or more of the following areas: implementing CQI models, leading projects, conducting reviews, analyzing data, or knowledge of child welfare programs and reporting requirements.

AND

  • Working knowledge and skills in accessing all information within Famlink.
  • Strong leadership skills to effectively lead a team of professionals.
  • Experience in managing, supervising, leading, coaching, and training professional staff.
  • Demonstration of strong writing skills in preparing clear, comprehensive reports and other documents.
  • Demonstration of strong oral communication skills in group facilitation and case staffings.
  • Knowledge and skills in clinical consultation for child welfare practice.
  • Exemplary ability to communicate clearly and effectively with a variety of audiences, including strong oral and written presentation skills.
  • Demonstrated ability to work both independently and cooperatively as a team member, managing multiple work projects, leading and facilitating teams and workgroups.
  • Familiarity with the Onsite Review Instrument, the federal tool for reviewing child welfare cases.
  • Knowledge and understanding of federal and state statutes as they apply to child protection and child welfare.
  • Knowledge and understanding of quality assurance principles and methodologies.
  • Ability to communicate, negotiate, and mediate with staff and management at all levels.
  • Knowledge and understanding of the connection between research, data, and practice.
  • Experience conducting case reviews or audits, ideally CFSR-style reviews or similar QA processes.
  • Experience analyzing data to identify trends, gaps, and areas for systemic improvement.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

  • Knowledge of DCYF programs (CPS, FVS, CFWS, Intake, Adoptions, FRS, ICW, Licensing).
  • Experience in program evaluation, research methods, data interpretation, monitoring and tracking systems, and procedure analysis.
  • Demonstrate critical thinking and sound independent judgment in a complex organizational environment.
  • Understanding of the importance of cross-system coordination and communication.
  • Knowledge and understanding of best practice standards in child protection and child welfare.
  • Knowledge and understanding of ethics in government.
  • Knowledge and understanding of culturally competent best practice in case planning and decision making.
