DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS



The Houston Health Department is looking for a Staff Epidemiologist - Specialist to perform the following duties:
  • Manage, analyze, and validate data from multiple sources to ensure accuracy, completeness, and timeliness for decision-making
  • Support surveillance activities by monitoring data flows, identifying data quality issues, and implementing improvements to enhance system performance
  • Develop and maintain routine and ad hoc reports, dashboards, and data visualizations for internal leadership, program staff, and external partners
  • Collaborate with internal stakeholders across programs to understand data needs, define requirements, and translate them into technical solutions
  • Coordinate with external partners, vendors, and state or federal agencies to support data exchange, interoperability, and reporting standards
  • Support implementation and optimization of electronic reporting systems and data integrations in alignment with public health informatics best practices
  • Ensure compliance with data governance, privacy, security, and regulatory requirements related to public health data
  • Document data workflows, system processes, and technical specifications to support continuity and knowledge sharing
  • Knowledge and experience using data analysis software (e.g. python, SAS, SQL)
  • Knowledge and experience using data visualizations software (e.g. Power BI)

    The department may administer a skill assessment test.


PHYSICAL EFFORT:
The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required.

WORK ENVIRONMENT:
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

PHYSICAL SKILL:
Requires the ability to make simple gross motor responses within large tolerances.

EDUCATIONAL REQUIREMENTS
Specialist: Requires a Master's degree in Epidemiology or related biological, medical or medical
research fields.


EXPERIENCE REQUIREMENTS
No experience is required.

Progressively responsible professional experience in public health or health care may be substituted for the
educational requirement on a year-for-year basis.

LICENSE REQUIREMENTS
None

Qualifications

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

  • Specialist: PhD in Public Health or Master's degree in Public Health with emphasis in Epidemiology
    and two years of professional experience as Staff Epidemiologist are preferred.
  • Biostatistician: Two years of experience in Biostatistics/Statistics are preferred.
  • Experience with data analysis in python, SQL, SAS preferred.
  • Experience in data visualization, setting objectives and goals, and tracking progress toward measures preferred.
  • Experience in building data collection tools and managing data is strongly preferred.
  • Experience in public health surveillance, informatics, or epidemiology is preferred.

Additional Information

SELECTION/SKILLS TESTS REQUIRED:
None. However, the Department may administer a skills assessment test.

If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.

Pay Grade 22

Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
