Incumbent provides executive administrative support to their assigned Executive Leadership.
The position serves as a major support member to the Executive Leadership Team (ELT), ELT Health System Specialists, and Program Managers.
The incumbent is responsible for coordinating and assigning all administrative support activities for the Director's Office.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/02/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Fields inquiries from all internal and external stakeholders, to include but not limited to Senior executives, Congressmen and/or their staffers, and media.
Manages Governance Council(s) or committee(s) for supervisors, including but not limited to initiating actions plans, recording minutes, drafting agendas, and updating/maintaining charters.
Prepares responses and issue briefs for various levels of organizational leadership.
Resolves problems through personal contacts, obtains expedited decisions on urgent matters, and otherwise assists services/programs in obtaining responsive action for their requests.
Responsible for recruitment activity documentation and personnel administration tasks including personnel file, performance standards, disciplinary actions, and awards.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.
or J.D., if related. OR, Combining Education and Experience: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements.

Major Duties:
Duties include but not limited to - Reviews policies and procedures to ensure conformance with overall philosophy related to all aspects of healthcare programs.
Oversees quality assurance efforts that aim to improve service delivery to customers.
Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately.
Acts as the primary decision maker on complex, unique issues that are not covered under standard policies. Orchestrates policy and procedures for Suspense Items.
Manages projects from inception to completion, ensuring deliverables are met on time and within budget. Track project progress and report on any deviations.
Analyzes new technological trends and develops phased implementation plans after analyzing feasibility, costs, benefits, opportunities, and constraints.
Develops policy, methodologies, and procedures to accomplish mission requirements and objectives.
