SRF Program Analyst

State Revolving Fund Division | Bureau of Water

About the Opportunity

Under direct supervision, the SRF Program Analyst will perform technical, financial, and administrative functions associated with the Drinking Water State Revolving Fund (SRF) Program and Clean Water SRF program.

This role blends financial analysis, grant management, and public service, making it a strong fit for candidates with backgrounds in business, accounting, finance, or related technical fields, as well as those interested in environmental programs.

As an SRF Program Analyst, you’ll work at the intersection of environmental protection, public health, and financial stewardship to help communities across South Carolina build and sustain the drinking water, wastewater, and stormwater infrastructure they need to thrive.

Your work will help ensure that SC communities receive the funding and oversight needed to access safe, clean water and meet environmental standards. That’s no small act – you'll be making real-world impact.


Key Responsibilities:

Program & Grant Administration

  • Assist in administering the Drinking Water and Clean Water State Revolving Fund (SRF) programs and related Division initiatives

  • Prepare, track, and update budgets and expenditures for SRF Division grant funding in compliance with EPA and federal requirements and regulations

  • Support the preparation, maintenance, and review of grant applications, awards, and program and financial reports

  • Coordinate with internal financial teams and state partners to collect and verify financial data

Financial Tracking & Payment Review

  • Review and track payment requests for water, wastewater, and stormwater infrastructure projects

  • Apply sound accounting and documentation practices to ensure compliance with state and federal regulations

  • Update EPA Clean Water (CW) and Drinking Water (DW) project tracking databases

Utility Sustainability & Capacity Development

  • Assist drinking water, wastewater, and stormwater programs and their engineers in completing Utility Sustainability Assessments (UtSA)

  • Review and score UtSAs, identifying gaps in technical, managerial, and financial capacity

  • Work with technical assistance providers to support systems needing improved financial or operational capacity

  • Support the implementation of the State’s Capacity Development program for public water systems

  • Review management and financial plans for proposed new public water systems

Project Coordination & Reporting

  • Coordinate with EPA, other states, and Environmental Affairs staff on programmatic and grant-related activities.

  • Assist with applying for and managing environmental grants; track grantee compliance and progress.

  • Submit all required reports and materials to EPA on time and in compliance with grant conditions

  • Perform quality assurance reviews and compile financial and program information as needed.



Requirements

  • High school diploma and experience in environmental health programs or radiological health.
  • OR a bachelor's degree in natural or physical sciences, mathematics, public health, engineering or a related technical field may be substituted for the required work experience.
    • Note: Examples of related fields include earth sciences, chemistry, biology, physics, soil science, environmental science, mathematics and similar disciplines.
  • OR a bachelor’s degrees in business, accounting, finance, environmental science, public administration, or other fields that support program operations, analysis, or regulatory compliance.


Additional State Notes:

  • Degrees must be from institutions recognized by the Council for Higher Education Accreditation.
  • Applicants who indicate college credit or degrees are encouraged to upload transcripts at the time of application; the agency may require official transcripts prior to hiring.


Additional Requirements:

  • Strong organizational skills and attention to detail in tracking budgets, expenditures, and compliance deadlines.
  • Ability to read and interpret regulations and apply them to program requirements.
  • Ability to communicate clearly and professionally with state and federal partners, both verbally and in writing.
  • Comfort working with databases, spreadsheets, and financial tracking tools.
  • Must be able to follow established procedures and use a personal computer and associated software applications.
  • Ability to establish and maintain effective working relationships with state and local officials.
  • Must have and maintain a valid state driver’s license and be able to operate personal and state vehicles.
  • Potential for occasional travel throughout the state to attend meetings and/or trainings.

Qualifications

  • Experience and/or coursework in accounting, finance, business management, grant management, environmental program administration, or data analytics.
  • Knowledge of accounting practices, financial management, and budgeting.
  • Experience with grant management, financial analysis, or program compliance.
  • Familiarity with EPA regulations, SRF programs, or water, wastewater, or stormwater utilities.
  • Knowledge of public water system operations or drinking water/wastewater infrastructure.
