Full Job Description

This position is located in the Office of Nuclear Materials Safety and Safeguards, Division of Materials Safety Security State and Tribal Programs, Source Management and Protection Branch.

The supervisor is Stephen Wyman, This position IS subject to Confidential Financial Disclosure reporting requirements. This position IS subject to security ownership restriction reporting requirements.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

Specialized experience is experience that demonstrates in-depth understanding of security (e.g., physical protection systems, background investigations, and protection of information) combined with experience in health physics or a strong knowledge of industrial, medical and academic uses of byproduct materials.

The ideal candidate for this position will have the following skill set: 1.

Describe your knowledge and experience in the review, analysis and evaluation of physical protection equipment and systems for safeguarding and securing radioactive materials, special nuclear materials (SNM), spent nuclear fuel (SNF), and/or other high value/high consequence assets.

(See examples below.) EXAMPLE: Describe the relevance of your knowledge and experience to evaluate physical protection systems (including equipment and administrative controls) to ensure security of radioactive materials, SNM and/or SNF.

Describe your familiarity with the various subsystems of a physical protection system and how you stay abreast of the state of the art developments in the field. 2.

Knowledge of the engineering, health physics, radiological protection, or related sciences aspect of industrial, medical, and academic uses of radioactive material.

(See examples below) EXAMPLE: Describe your specific experience, education, and training that demonstrates your knowledge of the engineering, health physics, radiological protection, or related sciences aspect of industrial, medical, and academic uses of radioactive material sufficient to develop and defend orders, regulatory criteria, guidance, and technical positions; and analyze complex regulatory issues.

3. Skill in the analysis and evaluation of the radiological safety of industrial, medical, and academic uses of radioactive materials.

(See examples below) EXAMPLE: Describe your specific experience, education, and training that demonstrates your skill in developing, administering, and implementing regulatory programs for the control and management of sealed sources or similar radioactive materials to determine the radiological safety and environmental impacts from the loss of control, theft, diversion, sabotage, and improper disposition of radioactive material.

Demonstrated ability to review, coordinate, and manage the activities of a project within schedule and resource limitations, and establish effective interactions with technical individuals to accomplish common objectives, and consolidate complex and assorted opinions.

Describe your ability to manage activities of staff or multi-discipline teams engaged in regulatory policy, programmatic, or procedural development.

Demonstrated ability to communicate effectively, both orally and in writing, including the ability to briefly yet succinctly summarize key issues, conclusions, and recommendations.

As a Senior Project Manager, Security, you will be the NRC point of contact for the safety, security, and control of radioactive materials.

The selectee will independently lead technical staff and manage complex projects involving the development and nationwide implementation and integration of the various initiatives to enhance source security.

The selectee will lead the development of policy, standards, guides and regulations for the security and control of radioactive materials.

The selectee will also interface with the Federal and State partner agencies, including Department of Homeland Security, National Nuclear Security Administration, and Federal Bureau of Investigation.

In addition to an in-depth understanding about security (e.g., physical protection systems, background investigations, and protection of information), the selectee should have some experience in health physics or a strong knowledge of radiological safety of industrial, medical and academic uses of byproduct materials.

Candidates should have a thorough working knowledge of NRC's requirements, policies, guidance, and procedures regarding the safety, security and control of radioactive materials as well as excellent oral and written communication and interpersonal skills.
