Job Description

Summary

This role supports the Director of the Office of Legislation at the Centers for Medicare & Medicaid Services by tackling complex issues in healthcare financing policies, especially related to Medicare, Medicaid, and similar programs.

It involves advising on strategies to solve problems, preparing reports and briefings for leadership, and coordinating with teams on legislative matters.

A good fit would be someone with senior-level experience in health policy analysis, strong writing skills, and a background in government or public sector work involving Congress or regulations.

Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation (OL), Office of the Director.

As a Special Assistant, GS-0301-14, you will be responsible for implementing the Director's approach to resolving programmatic healthcare financing policy problems and issues concerned with planning, developing, and carrying out legislative initiatives.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Advising senior leadership on policies, procedures, and critical issues to resolve problems and improve office operations; AND (2) Reviewing, analyzing, and evaluating proposed policies and regulations regarding Medicare, Medicaid, Children's Health Insurance Programs (CHIP), or private health insurance programs; AND (3) Producing written documents for management, including briefing materials, options memorandum, legislative summaries, or background papers regarding Medicare, Medicaid, CHIP, or private health insurance programs; AND (4) Working on congressional interests or concerns regarding the Medicare, Medicaid, CHIP, or private health insurance programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Consult and advise the Director on policies, procedures, and critical issues that have a major impact on CMS programs.
  • Prepare a nd help direct the preparation of briefings, speeches, presentations, correspondence, and issue papers for the Director.
  • Work with the Director to facilitate the coordination of legislative policy planning and implementation across program offices, ensuring consistency with agency position concerning legislative proposals for changes in healthcare financing.
  • Work with the Director in a variety of special assignments involving all aspects of legislative and heatlhcare policy issues.
  • Work with the Director and OL staff to prepare analysis and informational papers for the Director or Administrator for Congressional testimonies, briefings, and meetings.
