To be eligible for promotion or placement under this plan, applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 calendar days after the closing date of the announcement, or within 30 calendar days after the date of the rating for open continuous announcements.

In order to qualify, you must meet the specialized experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes the following: Comprehensive Mastery of Special Operations: Execute the complete Special Operations lifecycle, from personnel selection and clandestine mission planning to ensure seamless integration between special and conventional forces; Joint Special Operation Forces (SOF) Doctrine & Mission: Apply a fundamental understanding of joint special operations doctrine, missions, and organizational capabilities to direct the planning and execution of Advanced Special Operations and assisted recovery missions; Strategic & Tactical SOF Planning: Apply exceptional knowledge of the joint planning process at all levels, including key planning and rehearsal systems, to effectively employ Special Operations Forces; Component SOF Capabilities: Possess in-depth knowledge of Army, Navy, Air Force, and Marine Corps special operations forces' organization, missions, and capabilities for effective joint force employment; AND DoD Counterterrorism Doctrine: Develop training, conduct exercises, and evaluate Special Operations Forces capabilities in accordance with the Department of Defense's counterterrorism doctrine.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Advises the commander on all matters regarding Advanced Special Operations’ plans, policies, programs, doctrine, and operations.
  • Provides staff coordination, integration, deconfliction, and application of all advanced special operations in support of OPLANs, CONPLANs, contingency missions, Joint Command Staff (JCS) exercises, and other emergent missions.
  • Manages the command's process for the establishment, disestablishment, and restructuring of all special access programs to meet operational requirements.
  • Coordinates special access programs with various entities to ensure theater-wide synchronization.
  • Liaises with special operation forces components, the US Embassy, and other assigned units during exercises and contingency operations to ensure seamless special operations plan integration and support.
  • As a Security Manager, manages the implementation of security policy, advisory control over personnel, classification and protection of special operation program information, and investigations into compromised classified material.
  • Manages Non-Conventional/Unconventional Assisted Recovery programs, coordinating their application for OPLANs, CONPLANs, contingency missions, and exercises, and advising the commander on all recovery processes.
