Join our team and recruit the future stars of tomorrow! King County Metro's Talent Acquisition team is seeking a full-time Sourcing Recruiter (Senior Talent Advisor) who is excited to source and recruit for the best transit agency in North America and has a commitment to diversity and social justice.

This is not a plug-and-play recruiting role. We’re looking for a bold, strategic Sourcing Recruiter to launch and shape an entirely new talent sourcing program for Metro’s Rail Division.

In this role, 75% of your time will be spent hunting for hard-to-find talent and 25% driving full-cycle recruiting, as you design the sourcing engine for a rapidly expanding division responsible for operating and maintaining Link Light Rail in partnership with Sound Transit.

You’ll tackle niche, mission-critical roles that directly impact the delivery of light rail service across the Puget Sound region—supporting the people who keep trains running, projects moving, and facilities operating safely and efficiently.

King County Metro Transit's Rail Division manages and maintains Sound Transit's Link light rail service and City of Seattle’s streetcar system. Link light rail currently spans a 41-mile route from SeaTac to Federal Way and a 6.6-mile route from Redmond to South Bellevue. By the end of 2026, light rail is projected to expand to nearly 60 route miles, adding two new stations. Additional expansions to the Link system will be coming online for years to come.

Seattle Streetcar includes the 1.3 mile South Lake Union line and the 2.5 mile First Hill line, proudly serving the diverse and vibrant communities around Seattle’s downtown core.

These rail services complement Metro's extensive fixed-route bus system and mobility services.

Puget Sound transit agencies are collaborating to create an integrated transit network that enables people to travel farther, faster, and more easily.

This recruitment process will be used to fill one (1) Career Service position.

As the Sourcing Recruiter, you will:
  • Collaborate with leadership and hiring managers to understand hiring needs and develop targeted sourcing strategies.
  • Execute sourcing strategies to ensure a constant flow of quality leads/candidates into key pipelines and requisitions for positions for Rail Division.
  • Perform advanced sourcing through various mediums including internal and external database mining, networking, associations, universities, community agencies, social media, referrals, Boolean search strings, online and traditional directories, as well as other innovative sourcing methods.
  • Conduct phone or video informational interviews to gather information to inform decisions.
  • Work closely with recruiters and managers to understand staffing needs and develop a proactive, innovative sourcing/recruitment strategy to attract and recruit top talent.
  • Continually evaluates sourcing strategies. Stays abreast of current and emerging technologies to proactively identify new venues for identifying qualified talent. Participates in media planning to renew media contracts.
  • Gather and prepare data to assess effectiveness of sourcing strategy. Analyzes and reports on sourcing metrics to Leadership.
  • Develop and maintains network and database of potential candidates for future consideration, including pipeline of passive candidates.
  • Acts as a key resource for referred candidates.
  • Manage and perform full-cycle recruitment processes for leadership and hard-to-fill positions. Working collaboratively with leadership, hiring managers, and other human resources staff. Interpreting contracts and advising on setting pay.
  • Generate diverse applicant pools in support of Equity and Social Justice Goals.
  • Other duties as assigned including special projects.

Qualifications

  • Lead a team of Talent Advisors: mentoring, coaching, and reviewing their work for accuracy and completeness.Advise on contracts and salary setting.

Minimum Skills:
  • Two or more years of experience in talent sourcing.
  • Three or more years of experience in full life cycle recruiting in a fast-paced, high-volume environment, while meeting tight deadlines.
  • Proven ability to create strategic talent sourcing plans.
  • Strong understanding and application of sourcing techniques, including online sourcing, and social media.
  • Experience using Applicant Tracking Systems (ATS) systems such as Neogov and HRIS systems such as PeopleSoft.
  • Ability to prioritize tasks and manage multiple projects simultaneously.
  • Knowledge and experience researching, interpreting, and applying HR employment law and HR rules, union contracts, policies, and procedures, including EEO, disability accommodation, Fair Labor Standards Act, the Family Medical Leave Act, and others.
The most competitive applicants will possess these Desired Skills:
  • Experience sourcing for Rail positions.
  • Experience with Boolean searches.
  • Experience with sourcing tools such as Indeed Smart Sourcing, LinkedIn, and other related social media platforms.

Work Location: The primary location of this position will be 201 S Jackson St, Seattle, WA 98104, or Operations and Maintenance Facility – Central, 3407 Airport Way S., Seattle, WA 98134. This position will be expected to travel occasionally to the Operations and Maintenance Facility – East, located in Bellevue (1925 120th Ave NE, Bellevue, WA 98005) and other Rail locations as needed.

Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay. This full-time position works a 40-hour workweek. Occasional non-standard work hours may be required to attend testing, interviews, events, job fairs, etc.

Union Representation: This position is not represented by a union.

Telework: The Metro Transit Talent Team works in a hybrid model with a minimum of 1 day onsite per week, as well as telecommuting.

Additional onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
