San Mateo County Libraries is seeking individuals interested in making a difference in the lives of children and families by providing leadership and staff coaching at one or more of our Big Lift Inspiring Summers camps.
Big Lift Inspiring Summers Camps serve children reading below grade level in areas of San Mateo County where most of the youth qualify for free or reduced lunch.
These summer learning experiences are a critical part of San Mateo County's strategy to dramatically reduce the number of youth who cannot read on grade level, a problem that disproportionately affects youth of color and socioeconomically disadvantaged youth.
Location: Big Lift Inspiring Summers Community Program Supervisors will be assigned to work at one or more of the camps with children who will be entering kindergarten, first, second, or third grade in the Fall.
The camps are located in Daly City, Half Moon Bay, Millbrae, Pacifica, Pescadero, San Bruno, and South San Francisco. Schedule: This is an 11-13 week assignment beginning on Monday, April 27, 2026.
THE POSITION
Community Program Supervisors are responsible for supervising Inspiring Summers learning facilitators at one or more program sites, providing direct supervision, feedback and coaching.
Community Program Supervisors are enthusiastic team players, creative risk takers, and excited to impact youth learning outcomes through developing learning facilitators in the classroom.
Community Program Supervisors supervise Inspiring Summers Learning Facilitators, provide direct supervision, feedback and coaching to ensure the program maintains an environment that embraces the growth mindset, actively facilitates open-ended, child directed projects and embraces youth creativity.
Community Program Supervisors work closely with school district leaders and Senior Community Program Specialists to ensure students, staff and the whole program are successful.
The ideal candidate will have:
The ability to develop strong partnerships with school district partners.
Prior experience working with children, especially elementary school-age.
Prior experience supervising staff and/or leading the work of staff.
The ability to provide direct coaching to staff to strengthen program quality and meet program goals.
Current or prior experience as a Senior Community Program Specialist or equivalent supervisor-level position in the County.
Spanish language skills are strongly preferred but not required.
Duties may include, but are not limited to, the following:
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:
Education: Bachelor’s degree from an accredited college or university in public administration, health care administration, a social science, or a field related to the program area to which assigned.
Experience: Six years of increasingly responsible or supervisory work in the delivery of community, health, or social services, which has included responsibility for programmatic development such as planning, evaluating, monitoring, or coordinating projects, and supervising or leading support staff.
Knowledge of:
Principles and practices of the specific program area to which assigned.
Principles and practices of employee supervision and training.
Principles and practices of program planning, research and evaluation, and contract monitoring and compliance.
Specialized technical knowledge related to the assigned program area.
Principles and practices of client service as delivery.
Contemporary social, political, and economic trends and problems related to community services.
Principles of engaging community and other partners in the provision of social services.
Applicable federal, state, and local laws, rules, and regulations, and County and program policies and guidelines.
Computer applications related to the work.
Office administrative practices and procedures, including records management and the operation of standard office equipment.
Basic budgetary and financial record-keeping techniques.
Community resources, organizations, and programs.
Skill/Ability to:
Plan, assign, supervise, review, and evaluate the work of others.
Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
Administer and coordinate programs, services, and activities.
Foresee and analyze operational and/or administrative problems, consider alternatives, and recommend sound solutions.
Supervise the development and evaluation of proposals and negotiation of contracts and agreements.
Develop, monitor, and analyze program performance goals.
Analyze, interpret, and apply various regulations and requirements.
Communicate effectively in writing and orally and make public presentations.
Prepare clear, concise reports, correspondence, and recommendations.
Analyze information and situations and use sound independent judgment to make decisions and determine appropriate courses of action.
Establish and maintain effective and cooperative working relationships with those contracted in the course of the work.
