Requirements

As a Small Business Analyst, you will be a key contributor to expanding contracting opportunities for small, small diverse, and veteran-owned businesses throughout the Commonwealth. This role advances BISD’s mission by conducting in-depth data analysis to establish participation goals for a broad portfolio of procurements, including construction projects, professional services, and goods contracts. Through careful review of project scopes, cost estimates, and historical spending patterns, you will develop goals that are both attainable and strategically ambitious, supporting equitable access for underrepresented vendors. Success in this role requires strong analytical judgment, familiarity with procurement processes and contract law, as well as the ability to interpret policies, statutes, and regulations with accuracy. The position blends data-driven decision-making with vendor advocacy and policy enforcement, all while upholding confidentiality, professionalism, and a commitment to inclusive economic development.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor’s degree; or
  • An equivalent combination of experience and training.


Other Requirements:
