The County of Riverside Transportation Department has an opening for a Senior Surveyor/Senior Land Surveyor who will be assigned to the County Surveyor Division in Riverside. The current openings will be assigned to the field unit throughout Riverside but may rotate to the office in the future.

For the Field the incumbent in this position will perform a variety of professional tasks as a field Party Chief that include but are not limited to the following: supervision of preliminary boundary, design, topographic, GPS, Geodetic, right-of-way, photogrammetric, construction surveys and process deliverables including field notes. The incumbent will also reduce and analyze field observations, be familiar with opening and editing CADD data, computing horizontal and vertical alignments, computing cut sheets for construction staking, and performing land records research for various capital improvement projects.

This position is a supervisory position and will include the evaluation of subordinate staff and will be in charge of running a 2–3-person survey crew on various jobs located throughout the County. In the Office setting the incumbent in this position will perform a variety of professional tasks that include, but are not limited to the following: supervision of map preparation, map checking (Parcel Map, Tract Map, and Records of Survey), corner record checking, minor land case review (Parcel Mergers, Lot Line Adjustments, and Certificates of Compliance), boundary analysis, researching historical and official records, CADD drafting, reducing/analyzing field data, computing horizontal alignments, creating 3-D surface models from survey points, processing drone data, preparing plats and exhibits, writing and reviewing legal descriptions for land acquisitions, customer service, assist customers at our public research counter, and provide resolution to boundary issues and discrepancies. This position is a supervisory position and will include the evaluation of subordinate staff.

The department seeks applicants with thorough knowledge of local surveying principles as outlined in the California Professional Land Surveyor's Act and ability to perform complex field and office surveying work. The most competitive candidates will be those with demonstrated ability to effectively lead and supervise staff in dynamic and difficult situations, desire to develop and train crew members, and strong intrapersonal skills to communicate with other County staff and contractors. Candidates with experience in Civil 3D and MicroStation drafting platforms are highly preferred.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

The Senior Surveyor is an underfill for the Senior Land Surveyor which is the California registered land surveyor classification and reports to an appropriate supervisory or manager level position.
Incumbents are eligible for promotion to Senior Land Surveyor upon obtaining a valid certification of registration as a Professional Land Surveyor or Civil Engineer.

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.

Requirements

SENIOR SURVEYOR ($107,921.52 - $152,159.47 Annually)

• Assign and supervise, directly or through subordinates, technical and support staff engaged in various survey activities including, but not limited to, making preliminary, construction, property, subdivision, photogrammetric, 3D laser scanning, Light Detection and Ranging (LiDAR), Unmanned Aerial Systems (UAS), elevation, topographic surveys, land records research, and managing Geographic Information Systems (GIS) land cadastres.

• Supervise the checking of land division maps, records of survey maps, minor land division cases, right-of-way cases, and corner records; process geodetic and cadastral surveys; provide survey information to the public; prepare legal descriptions, documents, plans, maps, exhibits; input land records information into the survey divisions GIS land cadastre.

• Responsible for timely completion and technical proficiency of work assigned to area; monitor and participate in the training of subordinates; review subordinate staff's performance, prepare evaluations, and recommend appropriate personnel actions.

• Interview and make recommendations on the selection of subordinates; provide field crews with necessary support data and evaluate their reports for completeness and accuracy.

• Review pending jobs and supervise the assembly of all survey information including, but not limited to, construction and design plans, tract maps, parcel maps, right-of-way, minor land division cases, corner records, and records of survey needed to accomplish survey work.

• Assist in the preparation of the budget by determining equipment needs and staffing requirements; provide technical information and assistance to engineers and surveyors.

• Set priorities, monitor progress of work, and advise on survey problems and procedures; prepare periodic progress and other activity reports.

SENIOR LAND SURVEYOR ($113,857.20 - $160,528.25 Annually)

• Assign and supervise, directly or through subordinates, technical and support staff engaged in various survey activities which may include making preliminary, construction, property, subdivision, photogrammetric, hydrographic, 3D scanners, Light Detection and Ranging (LiDAR), Unmanned Aerial Systems (UAS), elevation, or topographic surveys.

Qualifications

SENIOR SURVEYOR ($107,921.52 - $152,159.47 Annually)

Education: Graduation from an accredited college or university with an associate’s degree in land surveying, civil engineering, or a closely related field to the assignment.

Possession of a valid certificate as a Land Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers, Land Surveyors, and Geologists (BPELSG) may be substituted for the required education.Experience: Two years of land surveying in a lead capacity.

SENIOR LAND SURVEYOR ($113,857.20 - $160,528.25 Annually)

OPTION I

Experience: One year of land surveying in a supervisory capacity.

OPTION II

Experience: Two years of land surveying in a lead capacity.

Other Requirements

Possession of a valid certificate of registration as a licensed Land Surveyor issued by the California State Board of Registration for Professional Engineers, Land Surveyors or Geologists (BPELSG),

OR

A certificate of registration as a Civil Engineer issued prior to January 1, 1982, by the State Board of Registration for BPELSG.

ALL OPTIONS

Knowledge of: Effective methods of supervising and training personnel; survey principles and practices as applied to preliminary, legal, land, construction, topographic, geodetic, and photogrammetric surveys; mathematics through trigonometry as applied to surveying; the general principles of the subdivision of land and the Subdivision Map Act; the State Coordinate System.

Ability to: Supervise, plan, and direct the work of others in a complex technical section; interpret plans, specifications, and survey notes; establish and maintain effective working relationships with others.

Other Requirements

License/Certificate: Possession of a valid California Driver’s License is required.

Physical Requirements: This position requires field work that involves lifting, carrying, and operating survey equipment often on uneven terrain. Field inspections performed alongside highways, roadways, construction sites and other capital improvement project environments for the Transportation Department.
