7403(f) Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited.
A doctoral degree in social work may not be substituted for the master's degree in social work.

Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.

A Social Worker employed in VHA on the effective date of the qualification standard (9/10/2019) who did not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels.
Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.
Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
Grade Determinations: GS-12 Senior Social Worker Experience.
You must possess at least two years of experience post advanced practice clinical licensure of which, one year must be equivalent to the GS-11 grade level.
Examples of specialized experience include, but are not limited to: assessing and documenting identified behaviors or symptoms of abuse, neglect, exploitation and/or intimate partner violence; use of clinical social work skills; maintaining patient privacy and confidentiality per policies, handbooks or directives; acting as an advocate with appropriate community service providers and agencies when it serves the best interest of the patient and family members/caregiver; independently assessing the psychosocial functioning and needs of patients and their family members, identifying the patient's strengths, weaknesses, coping skills, and psychosocial acuity.

Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.

Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills.
Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.

The incumbent is a substance use disorder(SUD) Specialist.
The incumbent provides intensive case management services and psychotherapy to Veterans who are living with substance use disorder and as they transition from engagement and stabilization through programs such as Substance Abuse Recovery and Rehabilitation and Treatment Program (SARRTP), Intensive Outpatient Program (IOP), Outpatient Program (OP), and Opioid Replacement Clinic (ORC).
The SUD Senior Social Worker provides on-going early substance used treatment interventions, substance use case management, intensive case management, and substance use psychotherapy to promote harm reduction to sustained abstinence.
The incumbent is an expert at the community recovery resources available to the Veterans and assists Veterans in linking them to supportive environments in the areas in which they live and/or assist VA social workers in rural counties with resources as needed.
The incumbent provides face-to-face SUD evaluations. The incumbent performs specialized treatment of complex physical or mental illness as it relates to substance use disorders.
Incumbent incorporates complex multiple causation in differential diagnosis and treatment of Veteran patients, including making psychosocial and psychiatric diagnoses within approved scope of practice.
The incumbent expands clinical knowledge in the profession, demonstrating innovation in the creation of new models of psychosocial assessment or intervention to identify and address specialized clinical needs of substance use disorders.
The incumbent writes policies, procedures, and/or practice guidelines pertaining to the specialty population or specialty treatment program.
The incumbent develops and implements methods for measuring effectiveness of social work practice and services, utilizing outcome evaluations and use of evidence-based treatment modalities that are effective with Veterans who struggle with substance use disorders along with medically and psychiatrically complex conditions.
Incumbent also provides specialized assessments, and treatment planning, as well as SUD consultation, to other team members to provide interventions and strategies for engagement for difficult to engage clients.
The incumbent, using a recovery model framework, independently conducts comprehensive substance use assessments and develops treatment plans in collaboration with Veteran, family, and interdisciplinary treatment team.
