DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe Senior Project Manager provides a support role within the Office of The City Engineer (OCE). OCE is dedicated to enforcing the City of Houston’s (City) Infrastructure Design Manual for both public and private capital improvement within the City’s right-of-way.
Key Responsibilities:• Manage and coordinate traffic plan reviews (private/public) and permit evaluations to ensure compliance with City of Houston standards, the IDM, MUTCD, and applicable regulations.
• Serve as a primary contact for customers and stakeholders, providing guidance on submittal requirements, access management criteria, and traffic-related regulatory processes.
• Lead meetings with applicants, consultants, property owners, and community members to align expectations and resolve project issues.
• Maintain working knowledge of traffic engineering standards and updates to roadway design and access management requirements to support informed project coordination.
• Oversee review and processing of Traffic Impact Analyses (TIAs), access management forms, and related traffic studies to ensure timely and accurate completion.
• Respond to inquiries from internal departments, consultants, agencies, contractors, and the public, delivering clear and timely resolutions to traffic-related concerns.
• Coordinate technical tasks related to traffic operations, roadway design, traffic signals, and transportation infrastructure implementation.
• Provide guidance and mentorship to Graduate Engineers to ensure consistency in review practices and customer communication.
• Act as a liaison between Graduate Engineers and external customers to streamline communication and maintain service quality.
• Coordinate with Building Code Enforcement, the Office of the City Engineer, and other divisions on updates to codes, design manuals, procedures, checklists, and guidelines.
• Participate in pre-development meetings, Community meetings, CIP coordination sessions, and customer advocacy meetings to support project planning and delivery.
• Assist Supervising and Managing Engineers with workflow management, project coordination, and operational needs.
• Perform additional duties and assignments to support departmental goals, CIP initiatives, and citywide transportation objectives
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking and standing. Work is substantially complex and varied, and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Analytic ability is needed to gather and interpret data where answers can be found only after careful analysis of several facts
This is a Department of Houston Public Works Emergency Management Position at the Tier III Level.
Requirements
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTSSix years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required.
Substitutions: A Master's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field may be substituted for two years of the above experience requirement.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

Qualifications
Preference may be given to applicants with experience in traffic engineering, plan review and permitting. Applicants with a valid Texas driver's license and compliance with the City of Houston's policy on driving are highly desired.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
