Summary

This job involves leading a team that reviews building plans to ensure they meet safety codes for homes, businesses, and factories in El Paso, while also providing guidance to customers and other city staff.

It requires supervising plan examiners, improving processes, and stepping in for the chief when needed.

A good fit would be someone with years of experience in construction and code reviews, plus strong leadership skills to handle complex projects and customer interactions smoothly.

Key Requirements

  • 60 hours of accredited college credit in Engineering, Architecture, or related field, plus 4 years construction experience, 2 years plan review, and 2 years supervisory experience; or Certified Building Official (CBO) with 4 years construction, 6 years plan review, and 2 years supervisory
  • Valid Texas Class 'C' Driver’s License
  • Certification by International Code Council as Building, Plumbing, Mechanical, Electrical, or Fire Code Examiner at appointment; obtain CBO within 1 year if not held

Full Job Description

MOS Codes: B13A (Navy - Enlisted), 2G071 (Air Force - Enlisted), 0209 (Marine Corps- Commissioned Officer Only), 25 (Coast Guard - Commissioned Officer Only)

Education and Experience: 60 hours of accredited college credit in Engineering, Architecture, or a related field and four (4) years of construction industry experience, and two (2) years of plan review experience, and two (2) years of supervisory experience; or current certification as a Certified Building Official (CBO) and four (4) years of construction industry experience, and six (6) years of plan review experience and two (2) years of supervisory experience.


Licenses and Certificates: Valid Texas Class “C” Driver’s License and Certification by the International Code Council as a Building, Plumbing, Mechanical, Electrical, or Fire Code Examiner at the time of appointment.


*If not, currently a Certified Building Official must obtain CBO certification by the International Code Council within one (1) year of the date of appointment.

Requirements

Under general direction, oversee and coordinate plan review for residential, industrial, and commercial building permits; perform more complex reviews and master plans reviews. Serve in the absence of the Chief Plans Examiner.

Qualifications

Oversee and coordinate plan review for issuance of building permits.

Involves: Provide a complete review of building construction, remodel, addition, repair or demolition, and change of occupancy plans for compliance with all applicable codes.

Provide on-site technical assistance to developers, contractors, homeowners, and other customers.

Coordinate plan review within the plan review section when undergoing multiple reviews such as electrical, fire, mechanical and landscape. Keep customers informed of the plan review status.

Provide technical assistance to inspectors on the more unusual or difficult code compliance requirements.

When necessary perform duties of plan reviewers, inspectors, or others to ensure timely processing of plan reviews.


Ensure superior customer service. Involves: Recommend, implement, and oversee customer service policies and procedures.

Monitor activities of plan examiners to ensure the best possible customer service is rendered, in compliance with City Code requirements.

Issue and post certificates of occupancy when buildings are completed in compliance with applicable codes.


Assist in the development and implementation of section policies and procedures to improve services. Involves: Reviewing policies and procedures and making recommendations in the spirit of "continuous process improvement".

Coordinate plan reviews with other city departments. Involves clear and concise communications with other City departments such as Engineering, Planning, and Traffic Engineering.


Perform other duties as assigned. Involves, but is not limited to approving liquor license applications. Serve in the absence of the Chief Plans Examiner. Supervise assigned personnel.

Schedule, assign, guide, and check work. Appraise employee performance. Provide staff training and development. Enforce personnel rules, regulations, and work standards.

Counsel, motivate, and maintain harmony.
