The primary purpose of this position is to serves as the Air Force Recruiting Service (AFRS) civilian personnel advisor and manages the overall civilian personnel program for Headquarters AFRS and all AFRS geographically separated units by initiating, developing, planning, coordinating, and managing civilian personnel programs and actions for AFRS.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes: (1) Applying civilian personnel regulations, procedures, policies, and operations required to resolve a wide range of problems/issues and to accomplish required duties and responsibilities; (2) working with analyzing problems to determine appropriate and necessary action needed for resolution; (3) present briefings, conduct training workshops, and communicate effectively to gain cooperation and assistance from other organizations and outside agencies; and (4) working with basic arithmetic and mathematical calculations to accomplish statistical evaluation data throughout the organization.
OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D.
degree or LL.M which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, if related. NOTE: You must submit a copy of your transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of a wide range of civilian human resources management programs, directives, and procedures which include civilian personnel management and administration. 2.
Incumbent is required to possess detailed knowledge and understanding of AFRS organizational structure, goals, objectives, regulations, policies, and procedures.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources based on group and headquarters recommendations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Serves as senior staff member responsible for providing technical advice and assistance in various administrative programs to all management levels within AFRS's Command.
Participates in the development and execution, evaluation, and Strategic oversight of the Command civilian programs.
Advises organization regarding policies, procedures, and directives of higher-level management or headquarters.
Makes recommendations to resolve command-wide decisions involving difficult and controversial policy issues and unusual communications and/or administrative requirements which are not covered by established criteria.
Plans, prepares, and executes civilian employment plans.
Assists AFRS/FM with planning and preparing fiscal year civilian employment/cost plans based on current and projected authorizations and manning.
Represents AFRS and the Plans and Resources Division with a variety of functional area organizations.
Establishes, develops, and maintains effective working relationships with Air Force Personnel Center, Joint Services, Major Commands, installations, wing/host units, and field organizations/customers.
Exercises personnel responsibilities. Assigns work to and oversees the work of subordinates based on priorities, difficulty of assignments, and capabilities of employees.
