The Bureau of Clean Water is seeking a Senior Civil Engineer to serve as a technical expert for construction stormwater permitting across Pennsylvania. Requirements

As a Senior Civil Engineer, you will be responsible for assessing training needs, developing training materials, and delivering training for staff on the review of Erosion and Sediment Control (E&S) and Post Construction Stormwater Management (PCSM) Plans.

You will conduct both one-on-one training and group training, as the situation dictates.

You will serve as a subject matter expert, responding to technical questions about the Chapter 102 construction stormwater program from county conservation districts (CCDs), DEP regional offices, the regulated community, and the public.


This position will have a lead role in updating DEP's E&S Manual. You will also provide engineering assistance to other DEP programs that require E&S and PCSM as part of their permit process. You may also be required to provide expert technical testimony for DEP litigation actions.


While the headquarters for this position is DEP's Reading District Office, the position provides an opportunity for full-time telework.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Work schedule is subject to change at the employees discretion.
  • This position requires periodic travel for training.
  • Telework: You will have the opportunity to work from home (telework) full-time.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Reading. The ability to telework is subject to change at any time.

  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $75,658.00 (before taxes).

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline; or
  • Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
  • Six years of civil engineering experience in the appropriate specialty and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.


Special Requirements:

  • This position requires possession of a valid driver’s license.
