Requirements

In this position, you will play a key role in the technical team at the California District Mining Office, where your primary responsibility will be to conduct civil engineering assessments. This includes reviewing permit applications for underground bituminous coal mining, coal preparation plants, and coal refuse disposal facilities specifically within Pennsylvania's bituminous region. You will ensure that all applications related to coal refuse, coal preparation, and underground mining activities at surface sites comply with regulatory standards. Your duties will also involve evaluating and making recommendations regarding the approval or denial of surface activities associated with mining operations, while effectively managing the permitting workload. Furthermore, you will review designs for comprehensive civil and environmental engineering projects, set engineering and design requirements, and create submission formats for applications. The role requires you to develop innovative solutions for surface water management in mining contexts, ensuring compliance with regulatory standards and accepted engineering practices across various technical and administrative facets of the applications.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Coal Center. The ability to telework is subject to change at any time.

  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $69,203.00 (before taxes).

Qualifications

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
  • One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.

Special Requirement:
  • This position requires possession of a valid driver’s license.
