Pay Schedule XII, Grade 4M, Regular Schedule: 35 hours per week

A vacancy exists in the Office of Budget and Finance.

Requirements

Under general supervision, supervises a team of buyers and support personnel, prepares highly technical or complex specifications for goods and services for all County agencies, and prepares, evaluates and awards informal and formal bids and requests for proposals.

  • Supervises and trains a team of purchasing personnel in the acquisition of supplies, materials, and equipment used by County agencies.
  • Verifies approved requisitions and determines the most efficient method of procurement.
  • Expedites purchase orders and resolves discrepancies.
  • Writes and prepares complex and technical specifications for commodities and services.
  • Develops uniform specifications based on collective needs of the County..
  • Prepares, evaluates and awards informal and formal bids.
  • Issues blanket orders and price agreements and monitors usage.
  • Performs cost analysis studies and value analysis.
  • Prepares reports and maintains records.
  • Locates new sources of supply and maintains good working relationships with vendors and manufacturers.
  • Interviews salespersons and vendors.
  • Drafts correspondence related to acquisition, maintenance, and disposition of equipment and materials including market trends, new materials and products, or changes in design, environmental or safety requirements.
Examples of Other Duties
  • Keeps informed of government purchasing policies, supply functions and changes in the procurement system.
  • Reviews trade publications, periodicals and journals.
  • Analyses price listings and changes in market trends.
  • May perform the duties of Assistant Chief of Purchasing in the absence of same.
  • Performs other related duties as required.

Qualifications

Graduation from an accredited college or university with a bachelor's degree.

Four years' professional experience in purchasing a variety of commodities and writing original specifications, including at least (1) one year purchasing complex or highly technical equipment.

(Additional experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.

Education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

Designation as a Certified Associate Contracts Manager (CACM) or Certified Professional Public Buyer (CPPB) may be substituted for one year of the required education or experience.

Designation as a Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (C.P.M.), or Certified Professional Contracts Manager (CPCM) may be substituted for two years of the required education or experience.)

Proof of Licenses, Certifications and EducationApplicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position.
