Division Overview
The mission of the BCSTAT team is to lead the creation of a more transparent, open and accountable Baltimore County government and implement programmatic and policy initiatives to support innovative, connected and responsive governing.
BCSTAT leads efforts to modernize government operations by overseeing program reviews of department functions, supporting the development of departmental strategic plans, identifying recommendations to improve County operations and partnering with departments to implement solutions.
Position OverviewThe Policy Analyst collaborates across agencies, departments, and external stakeholders to assess program effectiveness, support decision-making, and ensure policy initiatives are implemented efficiently and equitably.
Key functions include conducting legislative and regulatory analysis, drafting policy memos, monitoring policy outcomes, and coordinating cross-functional initiatives.
The analyst also tracks federal, state, and local policy developments, assesses fiscal and operational impacts, and supports the development of strategic plans and performance metrics.
Essential Job Functions
Policy Research & Analysis
- Assist in drafting programmatic policies and goals to support the creation of work plans and facilitating implementation across departments.
- Study best practices and innovative policies of peer jurisdictions.
- Conduct policy research and analysis, collecting and consolidating relevant data and information to support the Administrative Office’s priorities.
- Review and synthesize broad policy topics into written documents for County leadership.
- Develop and track performance metrics in line with the County’s goals and priorities
- Collaborate with departments and agencies to advance policy initiatives.
- Facilitate intergovernmental and interdepartmental working groups.
- Track implementation progress and resolve operational barriers
Operational Knowledge
- Works with Chief of Policy & Implementation to meet with departmental personnel across all levels of the organizational structure in order to identify issues and areas of concern.
- Interviews departmental personnel in order to gather institutional knowledge.
- Researches other jurisdictions for best practices.
- Obtains operational supporting documentation (organizational charts, policies and procedures, etc.)
Administration
- Assists with drafting and updating policies and procedures alongside partner departments
- Researches commonly-used performance measures and standards; Develops and tracks performance metrics in line with the County’s goals and priorities; Identifies performance metrics that best reflect core services.
Qualifications
Education and Certification- Bachelor's Degree in Political Science, Public Policy, Public Administration or related field.
- Current law students are strongly encouraged to apply.
Knowledge, Skills and Abilities- Investigative ability and intellectual curiosity.
- Capacity to collaborate across the county with many different groups.
- Strong interpersonal skills.
- Ability to explain complex policy subject matter to diverse audiences.
- A self-starter with flexibility to both work independently and as part of a team.
- Strong written and verbal communication skills.
- Proficiency in Microsoft Office Suite.
- Knowledge of federal, state, and local programs, including best practices in government operations and funding stream requirements.
