Full Job Description

This position is located at Glen Canyon National Recreation Area and is part of the Planning & Compliance Division. These positions may be filled for a six-month seasonal period, but can vary due to weather conditions, project needs, or funding. Anticipated Entry on Duty: March-July 2026.

All qualifications must be met by the closing date of this announcement-01/12/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience.

To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time).

If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Basic Qualifications (Screen-Out): Successfully completed undergraduate and graduate education with a major in outdoor recreation planning or a related field such as sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation.

Please note: Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. You are required to provide a copy of your transcripts.

-OR- Specialized experience that demonstrates the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes.

Examples of qualifying specialized experience include: Ability to work with people of differing backgrounds and behavioral patterns.

Analysis and evaluation of outdoor recreation interests, habits, and needs of diverse groups, and the means for meeting those needs.

Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserves.

Minimum Qualifications (Screen-Out): Possess at least one year of specialized experience equivalent to the GS-07 level in Federal Service.

This experience has equipped me with the knowledge, skills, and abilities needed to successfully perform the duties of this position.

Examples of qualifying specialized experience include: Performed analysis and evaluation of outdoor recreation interests, habits, and needs, and the means for meeting those needs.

Evaluated land or water areas for recreation and related potential use, such as a wildlife reserve.

Prepared or reviewed plans and programs for natural resource utilization and recreation area development.

Provided recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.

-OR- Possess the following education in lieu of specialized experience: A master's or equivalent graduate degree, -OR- Two full years of progressively higher-level graduate education leading to such a degree, -OR- An LL.B.

or J.D., if related. Please Note: One year of full-time graduate education is the number of credit hours the school determines as representing one year of full-time study.

If this information is not available, 18 semester hours will be considered satisfying the one-year requirement. You are required to provide a copy of your transcripts.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Major Duties:

The Seasonal Outdoor Recreation Planner (GS-0023-09) serves as a key member of multidisciplinary planning teams within the National Park Service.

The role focuses on supporting park planning and compliance efforts by conducting research, analyzing data, preparing planning documents, and coordinating with stakeholders.

The planner contributes to the development and evaluation of recreation and resource management strategies, ensuring alignment with environmental regulations and public engagement processes.

Major Duties: Conducts Research and Analysis - Gathers and interprets data on land use, demographics, recreation trends, and natural and cultural resources to support park planning and compliance.

Prepares Planning and Environmental Documents - Assists in drafting components of NEPA documents (e.g., environmental assessments), foundation statements, and other planning materials.

Supports Project Management Activities - Helps develop project objectives, timelines, and budgets; tracks workflows and contributes to project agreements or charters.

Engages with Stakeholders and the Public - Attends public meetings and hearings, coordinates with federal, state, and local agencies, and prepares public-facing materials such as newsletters and press releases.

Applies Environmental and Regulatory Guidelines - Utilizes knowledge of laws such as NEPA, the Historic Preservation Act, and the Endangered Species Act to ensure compliance in planning efforts.
