Job Description

Summary

This job involves leading teams to estimate and analyze costs for naval communication, command, control, and computer systems used on ships and at shore bases.

The role requires developing detailed cost models, defending budget estimates, and participating in procurement processes to ensure projects stay on track financially.

It's a good fit for experienced analysts with a background in defense or engineering who enjoy leading diverse teams and working with complex technical projects.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in cost estimating and analysis
  • Leadership in assembling and leading large, diverse Cost Integrated Product Teams (IPTs)
  • Experience in cost estimating for shipboard and shore-based C4I hardware and software systems
  • Proficiency in developing and defending life cycle cost models using tools like Automated Cost Estimating Integrated Tools (ACEIT)
  • Knowledge of defending cost estimates for complex software development, including Equivalent Source Lines of Code (ESLOC) analysis
  • Participation in requests for proposals (RFPs), fact-finding investigations, and source selections
  • Ability to calculate and present Earned Value Management (EVM) metrics such as Cost Performance Index (CPI), Schedule Performance Index (SPI), and Estimates at Completion (EACs)

Specialized experience must demonstrate the following: Performing a wide variety of cost estimating and analysis functions in a leadership role.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will frequently assemble and lead large and diverse Cost Integrated Product Teams (IPTs).
  • You will cost estimate for shipboard and shore-based C41 hardware and software systems and families of systems.
  • You will develop, present, and defend complex life cycle cost models utilizing a wide variety of cost estimating ting tools and processes, including, but not limited to, Automated Cost Estimating Integrated Tools (ACEIT).
  • You will defend cost estimates of complex Software Development efforts for C41 SR and shipboard hardware and software systems. including breaking proposed efforts into new, modified and re-used Equivalent Source Lines of Code (ESLOC).
  • You will participate in development of requests of proposals (RFPs), fact-findings investigations, and source selections.
  • You will calculate common EVM metrics such as Cost Performance Index, Schedule Performance Index, and developing, presenting and defending comprehensive Estimates at Completion (EACs).
