Full Job Description

The purpose of the School Age Care (SAC) Director position is to administer a developmentally appropriate program for children of eligible patrons within Navy Child and Youth Programs (CYP).

The SAC Director ensures compliance with Department of War (DoW), Department of the Navy (DON), and Commander, Navy Installations Command (CNIC) standards while delivering high-quality, developmentally appropriate care and programming for children ages 5- 12, typically from kindergarten through 6th grade.

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position.

A qualified candidate possesses the following: A bachelor's or higher degree related to youth programs and two years of full time experience working with children and/or youth.

Knowledge of child and youth development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management.

Knowledge of the principles of child and youth development and in designing and managing an exceptionally complex program that includes, but is not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management.

Knowledge of DoD, DON, local and state regulations, instructions and procedures pertaining to military childcare.

Knowledge of Federal and State laws governing the detection and prevention of child abuse and/or neglect.

Knowledge of facility design, functional use, and maintenance concepts pertaining to military child care.

Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.

Knowledge of SAC operations, youth development principles, and developmentally appropriate programming for school-age children.

Knowledge of Navy CYP regulations, standards, and accreditation requirements.

Knowledge of transportation safety procedures and regulations applicable to the movement of children in government or program vehicles.

Skill in educating, counseling, and advising child care professionals and parents; assessing training and children and youth developmental needs.

Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives.

Skill working with military families and an understanding of military lifestyles is. Skill in coordinating staff schedules, program planning, and activity execution.

Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

Ability to supervise others, exercise sound business skills and provide positive personnel management.

Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.

Ability to mentor, coach, and support staff to ensure high-quality program delivery.

Ability to respond to emergencies, maintain accurate documentation, and ensure the safety and accountability of children and staff. Major Duties:

Duties include but are not limited to: Program Operations Coordinates daily operations of the SAC program to ensure activities are developmentally appropriate, safe, and aligned with Navy CYP standards.

Provides guidance and accountability for SAC staff during operating hours, modeling professional conduct and best practices in youth development.

Coordinates with Training and Curriculum (T&C) Specialists to implement age-appropriate curriculum and reinforce intended learning outcomes.

Provides day-to-day supervisory oversight of SAC staff, ensuring accountability professional conduct, and adherence to Navy CYP standards.

Supports implementation of individualized behavior and inclusion support plans in collaboration with T&C Specialists and parents, monitoring staff application of strategies to support children with special needs or behavioral challenges.

Participates in emergency preparedness drills, ensures staff are trained in response procedures, and monitors adherence to health and safety regulations, including sanitation and illness reporting protocols.

Develops, administers and evaluates an ongoing program of individual and group developmental and educational activities for staff implementation and execution.

Works collaboratively with other CYP Directors in establishing and implementing combined Parent Involvement Board (PIB) that includes parents and representatives from the CDC, Child and Youth Education Services (CYES), Family Child Care (FCC), School Age Care (SAC), and Youth Program (as applicable to each installation).

Training Develops, coordinates, and delivers a comprehensive training program that is designed to expand the knowledge, skills, abilities, and competencies of individuals assigned to work with children and youth in Navy CYP, ensuring appropriateness for the age group(s)/program area that the learner is assigned.

Arranges for subject matter experts to conduct/support specialized training, as needed.

Identifies ongoing training needs by evaluating individual's strengths and challenges and tailors training plans and content to meet the needs of learners.

Provides training to CYP employees so they can ensure classroom and activity area compliance with fire, safety, and sanitation rules and regulation.

Maintains training records and individual development plans.

Prepares training status reports and recommendations to supervisors and notifies CYP Directors of employees' and providers' training status and performance.

Develops programs that encourage and support the pursuit of continuing higher education by documenting requirements for completion of the Child Development Associate (CDA) or the Military School-Age Credential (MSA), and providing information, assistance and guidance to employees and providers who are seeking college-level classes to meet their professional goals.

Supports CYP employee's utilization of the employee tuition assistance program to pursue higher education and credentials.

Facility Operations Management Ensures facility and grounds are well maintained in accordance with Department of War (DoW), Department of Navy (DoN), and local policies and standards.

Ensures CCTV, intercoms, telecommunications, security access points, egress points, and computer systems are functioning properly.

Follows established protocols to resolve issues, initiate trouble calls, report faulty/broken equipment, and respond to data calls.

Determines adequacy of facilities and identifies additional facility needs.

Initiates work requests, coordinating and seeking approval for facility needs from routine maintenance to major renovation or construction.

Establish and use satellite location to support programming when space is needed. Monitors all renovation and construction projects within the facility.

Develops a sound working relationship with NAVFAC, interfacing on a regular and routine basis in order to identity and accomplish needs.

Works with ground safety officials, fire department specialists, and base civil engineers, inspects facility and playgrounds to ensure safety hazards are removed or corrected, proper egress is provided, fire safety equipment is available and functioning properly, and supervising and training the staff in prevention and emergency exit procedures.

Develops and tests monthly evacuation procedures.

Serves as a primary point of contact for parents, school officials, and community partners tofacilitate smooth transitions, program coordination, and collaboration.

Supports implementation of the Parent Involvement Board (PIB) and coordinates volunteer opportunities.
