Job Description

Summary

This job involves leading a team to manage safety programs across the Smithsonian's museums, zoos, labs, and other facilities, ensuring everyone stays safe in diverse work settings like offices and construction sites.

Full Job Description

The Smithsonian Institution is the world's largest museum, education, and research complex, with 21 museums and the National Zoo.

This position is located in the Office of Safety, Health, and Environmental Management (OSHEM) which provides policy, guidance, and assistance for the Smithsonian's safety, occupational health and wellness, fire protection, industrial hygiene, and environmental management programs.

Basic Qualifications: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.

In addition to the basic qualification requirement above: Experience: GS-14: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-13 level in the Federal Service.

For this position, specialized experience is defined as: Implementing, administering, and evaluating a comprehensive safety and occupational health program for varied work environments including office, laboratory, construction, and maintenance; and Managing the administration of safety-related data management systems, policy development, and application of safety and occupational health standards and regulations.

GS-15: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-14 level in the Federal Service.

For this position, specialized experience is defined as: Supervising a staff of professionals engaged in implementing, administering, and evaluating a comprehensive safety and occupational health program for varied work environments including office, laboratory, construction, and maintenance; and Managing the administration of safety-related data management systems, policy development, and application of safety and occupational health standards and regulations.

The Safety and Occupational Health Manager provides overall management and direction over the Safety Division.

In this position, you will: Plan and carry out the full range of supervisory and managerial authorities related to assignment of work, coordination with other programs, management advisory services, technical work direction, setting performance standards and evaluation subordinates, selections for non-supervisory positions, resolution of complaints, disciplinary actions, identification of training needs, recommendations for awards, and determining means to improve productivity of staff.

Develop new or update existing policies, procedures, and processes and oversees Smithsonian-wide implementation to ensure that quality reviews, inspections, investigations, and assessments of safety and occupational health incidents are conducted.

Supervise the design, development, and implementation of Smithsonian-wide occupational safety and health programs to include analysis, evaluation, and management of data for injury/illness, inspection, incident investigation, and training programs.

Evaluate performance of operating unit OSH programs to ensure compliance with applicable standards and policies.

Serve as a technical expert in safety and occupational health and related program planning, implementation, administration, and evaluation.

Support and consult with all levels of SI management, staff, occupational safety and health (OSH) professionals, and collateral duty safety officers.

Represent OSHEM Director in conferences and meetings and serves as the SI representative on interagency groups. Ensure that SI goals and requirements are considered and satisfied.

Conduct briefings for high-level officials and maintain liaison with outside agencies.
