This job involves acting as an expert advisor on safety and health programs for the Air Force, evaluating and improving safety measures across various units to prevent accidents and ensure compliance with rules.

The primary purpose of this position is to serve as a MAJCOM Subject Matter Expert (SME) providing technical and/or safety guidance expertise through safety program evaluations of fully developed and diverse safety and occupational health programs at Numbered Air Force (NAF), Direct Reporting Units (DRUs), centers and wings.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Click on the following link to view occupational requirements for this position: Safety and Occupational Health Management Series 0018 In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes applying expert knowledge of aviation safety concepts, principles, laws, regulations, standards, practices, and precedent decisions which provide the capability to recommend substantive program changes or alternative new courses of managerial action requiring the extension and modification of existing aviation safety management techniques critical to the resolution of complex aviation safety management problems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of occupational safety and health principles, practices, procedures, laws, directives, instructions, and current legislative issues as they relate to the Air Force occupational safety and health program; the requirements, methods and techniques of mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk management and assessment techniques for evaluation of occupational safety and health risks.
Expert knowledge of Department of Defense and mandatory federal safety and health standards, American consensus standards, and other nationally recognized safety guidance sufficient to determine the need for inclusion in, and supplementation of AF safety standards.
Expert knowledge of communication techniques, principles, and regulations to communicate effectively both orally and in writing, in responding to work-related problems and questions.
Proficient knowledge in Microsoft Office business tools. Creative ability and skill to identify problems and develop innovative solutions.
Ability to research multiple standards dealing with one topic and consolidate requirements into one requirement for MAJCOM application.
Expert knowledge of mishap investigations principles and mishap data analysis techniques, and development of required AF and OSHA reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Serves as a MAJCOM SME utilizing expert knowledge of occupational safety and health principles, laws, directives, instructions, and precedent decisions to provide technical and/or safety guidance.
Drafts command policy, goals, and guidance coordinating applicable work efforts with Air Force Safety Center (AFSEC), Secretary of the Air Force Installations, Environment and Energy (SAF/IE), and other MAJCOM safety staffs for implementation into occupational safety and health programs.
Functions as a recognized expert technical safety consultant and authority in safety analysis of occupational workplace operations and systems spanning a broad spectrum of hazardous chemicals and materials and highly complex and hazardous situations.
Directs, plans, develops and manager comprehensive mishap investigation/analysis program.
Represents the command's position on safety and occupational health issues at meetings, councils, seminars, and conferences sponsored by AFSEC, MAJCOM/DRU/ Forward Operating Agencies (FOAs), DoD, and other federal agencies or industry constituents.
