Full Job Description

This is a National Guard Title 5 Excepted Service Position.

This position is a Temporary GS-0018-11 SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (TITLE 5), Position Description Number T5545000 and is part of the MO 131st Bomb Wing.

This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

GENERAL EXPERIENCE: Must possess experience, education and/or training which provided you with a good understanding of administrative methods for accomplishing the work of an organization.

This experience must reflect the ability to analyze problems, come up with practical solutions, and to communicate effectively with others.

GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS 09 grade level or equivalent provided the ability to provide perform periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system; recommended measures and methods to correct safety and occupational health deficiencies; participate in planning for testing of munitions, and assure integration of explosive safety criteria in testing procedures and reviewed test implementation directives for inclusion of appropriate safety criteria.

This specialized experience must also include preparing supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures.

  • Performs a broad range of safety and occupational health duties in one or more areas of safety and occupational health.
  • Conducts safety and occupational health surveys of facilities and equipment related to the full range of work operations.
  • Evaluates a variety of complex, unconventional safety and occupational health problems or circumstances such as playground equipment and base traffic patterns.
  • Advises supervisors, and/or safety representatives on appropriate measures to eliminate or control hazardous operating procedures or conditions.
  • Conducts follow-up inspections to ensure violations and hazards are corrected.
  • Ensures safety concerns are addressed throughout the contracting process with contracted services.
  • Plans and carries out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, covering a wide range of work operations.
  • Compiles and analyzes mishap data, identifies trends, provides managers with mishap/trend analysis data, and assists them in developing programs to reduce mishaps.
  • Prepares formal reports using the Air Force Safety Automated System (AFSAS) program. Uses statistical data to prepare charts, tables, and reports. Based on observed trends, recommends and implements training aimed at mishap/accident prevention.
  • Develops specialized operating practices, modifying or departing significantly from standard techniques when necessary, based on interpretation of policies, standards, and regulations.
  • Reviews and revises local procedures as necessary.
  • Reviews plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards.
  • Recommends design changes not included in the original plan and provides technical recommendations to eliminate or control safety hazards in the repair and maintenance of installation facilities and equipment.
  • Maintains required course records.
  • Performs other duties as assigned.
