Specialized Experience: One year of specialized experience which includes: 1) Analyzing military operational capability gaps and working as a leader or key member of a team to develop formal requirements documentation in accordance with Department of War frameworks or equivalent.
(Examples of these formal requirements documents include but are not limited to: Initial Capabilities Document (ICD), Capabilities Development Document (CDD), Doctrine, Organization, Training, material, Leadership, Personnel, Facilities, Policy Change (DOTmLPF-P) Recommendation (DCR), Joint Urgent Operational Need Statement (JUONS); AND 2) Advocating for capability requirements within the Planning, Programming, Budgeting, and Execution (PPBE) process, to include developing and defending justifications for program inclusion in the Program Objective Memorandum (POM).
AND 3) Analyzing complex operational and programmatic data to formulate recommendations on capability solutions and presenting (or directly supporting the presentation of) these findings to senior military (COL+) or civilian (GS15+) leaders to inform strategic decisions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
