Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality (CCSQ), Front Office.

As a Physician, referred to here as a Regional Medical Officer, GS-0602-15, you will serve as a physician and a resource to the management team and as a cross-functional authority.

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Interviews: Applicants may be interviewed to assure that they possess the degree of skill in interpersonal relationships required for satisfactory performance of the duties of the position to be filled.

Substitution of Experience for Residency Training: Experience may not be substituted for residency training that is essential for the performance of specialized duties.

For example, specialists such as psychiatrists and surgeons must complete the number of years of accredited residency training required in their respective specialties.

An exception may be made when a peer panel of physicians (subject-matter experts) determines and documents that the knowledge, skills, and abilities acquired in professional medical practice are equivalent to those acquired during the same period of time in a graduate training program.

Teaching Experience: Graduate teaching experience as a member of the faculty in a school of medicine or school or public health may be credited for training positions or as appropriate for specialist positions.

(Teaching undertaken as a part of a residency or fellowship training does not satisfy this requirement).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

AND Selective Placement Factor Requirement: In addition to the qualifications listed above, you must possess an active Board Certification in a recognized medical specialty, which must be maintained throughout the duration of the appointment.

Major Duties:

  • Serve as an advisor and medical consultant to the CMS Chief Medical Officer, CMS Deputy Chief Medical Officer, and as the primary clinical advisor to staff in specific geographic localities on implementing Medicare and Medicaid policies.
  • Serve as the lead clinical consultant for staff in healthcare service delivery and quality reviews across fee-for-service, alternative care and payment models, and managed care programs across care settings.
  • Speak with authority on behalf of CMS to national health organizations, special interest groups, legislative bodies, medical associations and universities to gain understanding and acceptance of the office and its policies, and actions.
  • Provide expert testimony in administrative hearing, settlement agreement, advice and counsel in programs or personnel suits, and clinical determinations in other judicial proceedings in order to safeguard the Medicare Trust Fund.
  • Facilitate the exchange of ideas on the current and future direction of medical practice for the elderly, disabled, and vulnerable populations.
