**This position may be filled at the Transportation Engineer 3, 4, or 5 level depending upon qualifications.**


Schedule: Monday through Friday, 40-hour week; (overtime exempt) and may have a flexible/hybrid schedule with supervisor's approval.

Travel: This position must work in an office, hotel, or home setting, as well as in the field. The incumbent must be willing and able to drive long distances, work in traffic, and work outdoors in various (and possibly adverse) weather conditions. Overnight stays may be required.

The Washington State Transportation Improvement Board’s (TIB) mission is to fund high-priority transportation projects in communities throughout the state to enhance the movement of people, goods, and services. TIB is a 21-member policy board composed primarily of elected officials and city/county engineers or public works directors that provide grant funding to communities throughout the state for street and sidewalk projects. What you will be doing:

You will be the primary contact to local government agencies, acting as an advocate for customers by promoting customer needs and demonstrating personal commitment to helping customers achieve goals.

You will be coordinating, attending, and presenting at meetings regarding transportation projects and ensure that all state and federal rules are met.

You will offer advice to the local agencies to assist in obtaining funds and completing projects on time and within their budget.

You are key in working with local government agencies to ensure successful transportation project completion.

Requirements


Some of what you’ll enjoy doing will include:

  • Advises courses of action or decisions; explains TIB rules, policies, guidelines, procedures, funding and technical issues; and communicates with other funding agencies to coordinate project funding.
  • Monitors and tracks project schedule and activity to determine delays, potential deviations, scope changes, and cost increases; analyzes problems and provides/implements solutions for agencies; and provides direction/recommendations for the deputy director, executive director and the board.
  • Reviews project plans, specifications, cost estimates, requests for deviations from TIB design standards, construction completion updated cost estimates (UCE), funding changes, final reimbursement requests, and other project-related paperwork to determine eligibility for TIB funding, confirm compliance with TIB rules and policies and federal standards, verify accuracy of information, and draft recommendations and justifications regarding project approval.
  • Enters and maintains project data into Project Tracking System (PTS) database to document activity, decisions, funding, scope, contacts, and other project information.
  • Compiles, organizes, and files project data to ensure project documentation meets audit standards.
  • Advises eligible agencies on potential project candidates and provides information and guidance regarding funding applications.
  • Reviews funding applications for clarity and errors and assists agencies on ways to provide accurate information and identify the best project to meet TIB criteria.
  • Reviews, desk rates, and field inspects all project applications to determine final scoring and priority array.
  • Compiles and organizes information to present projects to management team for project selection.
  • Notifies agencies on status of project selection, explaining score/rating process, and advising changes to future applications for projects not selected.
  • Review and formulate recommendations for the Complete Streets Program awards based on board-approved criteria and the associated funding requirements. Assist in required Complete Streets reporting and screening.
  • Maintains small city street inventory by rating pavement in the field and compiling, analyzing, and maintaining data using a state vehicle and database.
  • Compiles and organizes information, drafts, and edits project development; presents at funding workshops for urban and small city agencies, explaining construction project application procedures, program funding criteria, and other relevant information.
  • Compiles and organizes project information for staff reviews to present to the board.

Qualifications


Transportation Engineer 3 (Range 65: $6,576 - $8,842 per month)

Transportation Engineer 4 (Range 69: $7,254 - $9,760 per month)

Transportation Engineer 5 (Range 73: $8,012 - $10,774 per month)


Transportation Engineer 3
(Range 65: $6,576 - $8,842 per month)

A bachelor's degree in civil engineering
AND
Two (2) years of experience as a Transportation Engineer 2 (external candidates: two years as a transportation designer or inspector) or equivalent;
AND
Certification as an Engineer-in-Training or Professional Engineer in the state of Washington or another state based on requirements equivalent to those in Washington.

Transportation Engineer 4
(Range 69: $7,254 - $9,760 per month)

A bachelor's degree in civil engineering
AND
One (1) year of experience as a Transportation Engineer 3 (external candidates: one year as a transportation design or construction team lead in engineering) or equivalent;
AND
Professional Engineer in the state of Washington or another state with the ability to get reciprocity within 6 months of hire in Washington;
AND
Ability to conduct the duties and tasks of this position with minimal training.

Transportation Engineer 5

(Range 73: $8,012 - $10,774 per month)

A Bachelor's degree in civil engineering
AND
One year of experience as a Transportation Engineer 4 or equivalent (external candidates: One (1) year as a public works director or county engineer or equivalent) or equivalent;
AND
Professional registration as a licensed Professional Engineer in the state of Washington or another state with the ability to get reciprocity within six months of hire in Washington;
AND
Ability to proficiently conduct the duties and tasks of this position with minimal training and supervision.
