Full Job Description

This position processes the correction or refund of property taxes, including applying and removing deductions, credits, abatements, and exemptions. Position also supports the Refund and Correction Manager by processing assessed value appeal refunds, filing, and creation of property tax refund files. This position provides first-line customer support and education for taxpayers regarding claims for property tax deductions and credits; requests for property tax liability information and supporting detail; tax sale notice and redemption information; and deduction and ownership status. This position provides detailed analysis of property tax issues, including performing complex mathematical tax calculations and assisting customers with interpreting complicated State property tax statutes and guidance. Position also interfaces daily with a variety of highly technical tax software applications. The position also fulfills public records requests, answers telephones; greets visitors; assists customers in completing deduction appeal and/or claim forms. Position requires the knowledge of established policies and procedures and must rely on experience and judgment to plan and accomplish assignments in a timely manner with a high emphasis on data accuracy. Other duties and tasks are routine in nature and performed under moderate supervision. Position reports to the Real Estate Manager.

The purpose and mission of the Marion County Auditor’s Office is to provide oversight, management, and processing of city and county financial transactions.

These include evaluating and processing property deductions, refunds, and settlement with the units of government, vendor invoices, revenue receipts, payroll and related tax withholdings and all other applicable processing of revenues and expenditures of the city and county.

Requirements

Key Responsibilities

  • Assists Refund and Correction Manager with processing the correction or refund of property taxes, including applying and removing deductions, credits, abatements, and exemptions
  • Assists Property Tax Analysts with deduction terminations, eligibility criteria, notification of deductions, 
  • Serves as Backup System Administrator of the Auditor's 17T refunds application 
  • Performs complex property tax refund and correction calculations for Assessor, Auditor, and Treasurer
  • Assigns refund interest and designates appropriate claimants under Indiana law
  • Analyze and evaluate property tax concerns of taxpayers, veterans, and property owners and apply applicable Indiana law to provide viable and expedient resolution
  • Assist taxpayers with interpreting property tax statutes, State requirements, IRS forms and veteran documentation so taxpayers may successfully obtain property tax benefits
  • Perform complex tax and interest calculations and assist taxpayers with Treasurer payment procedures
  • Fulfill public records requests for property tax information including ownership, transfer history, deduction status, delinquency information, etc.
  • Research ownership and other interests in the public record to determine eligibility for tax benefits
  • Administer online deduction platform for Homestead Deduction, Over 65 Deduction/CB, Veterans Deduction, and the Blind and Disabled Deduction, including contacting customers for follow-up
  • Administer Simplifile Sales Disclosure Form (SDF) platform to review SDFs, evaluate accuracy of data, including contacting customers and/or Assessor’s Office for follow-up
  • Enter and review received claims in PVD.net taxing system and leave detailed notes regarding deduction status or other relevant information
  • Process terminations and removals of deductions and prepare correspondence with customer 
  • Confer with manager to discuss work processes, plans or actions to be taken
  • Analyze difficult property tax situations and questions and provides guidance and instruction
  • Must maintain confidentiality at all times

Qualifications

Minimum Job Requirements and Qualifications

High School Diploma or equivalent. Candidate must possess moderate math and computer skills, including competence with Microsoft Office applications.


Preferred Job Requirements and Qualifications

Candidate has experience in front-line customer support; the ability to use e-mail, draft electronic documents and access web-based software applications; and an understanding of property taxation and property transfer in Indiana.
