Job Description

Summary

This job involves helping the top financial leader plan and manage the department's yearly budget, prepare reports and audits, and oversee financial systems and teams.

It also includes acting as a stand-in for the leader in meetings and ensuring smooth operations across the department.

A good fit would be someone with strong finance experience who is organized, good at building relationships, and comfortable leading others in a government setting.

Key Requirements

  • Bachelor's Degree in Accounting, Finance, or related field preferred, with at least three years of progressive experience in financial roles (or equivalent combination)
  • Two or more years of financial experience with the City of Indianapolis-Marion County may substitute for qualifications
  • Comprehensive knowledge of accounting standards and procedures
  • Proficiency in analyzing data, projecting trends, and using spreadsheets, databases, and other software
  • Experience in budget planning, audit reporting, and generating financial reports
  • Supervisory skills including staffing, performance appraisals, training, and disciplinary actions
  • Ability to coordinate multiple projects, maintain confidentiality, and build professional relationships

Position is responsible for assisting the CFO/COO in managing activities related to planning, establishing, and controlling the Department's annual budget, as well as all financial and related systems and procedures.

The position plays a role in shaping policies, streamlining processes, interdepartmental training, and other areas of necessity that impact the central service functions for the department.

The Principal Program Manager-Finance must maintain a strong foundation in DMD's programmatic functions to properly assist in the administrative implementation of those programs.

Incumbents in this role must always maintain professionalism and confidentiality, as well as the ability to build relationships. This position reports to the CFO/COO.

Requirements

  • Assists the CFO/COO in organizing the annual budget planning process.
  • Assists the CFO/COO in organizing the annual audit reporting process.
  • Compiles and analyzes data; prepares reports for submission to the CFO/COO
  • Generates monthly financial reports.
  • Assists the CFO/COO in overseeing the development of systems supporting the department's financial processes including system design, specifications, testing, and implementation. This includes various spreadsheets & databases.
  • Engages in the typical responsibilities of a manager requiring planning, evaluating, organizing, integrating, and controlling.
  • Maintains supervisory responsibility involving staffing, conducting performance appraisals, training and developing team members, terminations, disciplinary actions, etc.
  • Acts as proxy for the CFO/COO including attending meetings and other situations which require financial representation.
  • Generates various comparative and trend analysis reports as requested by the CFO/COO.

Qualifications

Minimum Job Requirements and Qualifications

Bachelor's Degree in Accounting/Finance or related field preferred and a minimum of three (3) years of prior related experience in financial positions with progressive responsibilities required, or equivalent combination of education and experience.

Two (2) or more years of experience in a financial related position with the City of Indianapolis-Marion County may substitute towards the required qualifications listed.

Comprehensive knowledge of accounting standards and procedures relative to all areas assigned. Ability to analyze, project, and utilize spreadsheet(s), database(s), and other software is required.

Ability to coordinate multiple projects and meet various deadlines is a must. Ability to communicate effectively in both forms – oral and written.


Preferred Job Requirements and Qualifications

Knowledge of governmental accounting & budgetary procedures preferred.
