Full Job Description

The current vacancy is in the Community and Economic Development (CED) department and reports to the CED Deputy Director within the Economic Growth and Community Investment (EGCI) Service Team.

The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

This position works closely with other redevelopment project managers and housing, redevelopment and business program managers to align work and resources in the advancement of inclusive, sustainable, and resilient development projects in accordance with the Economic Competitiveness and Inclusion Plan and Equitable Development Framework.

This position will manage day-to-day efforts to develop or redevelop parcels of real property including, but not limited to, a current real estate portfolio that includes the complex and high-profile projects of RiversEdge and Rice Creek Common. This work includes:

  • Coordinating with local governments, business interests and other stakeholders to create a shared vision and process for development through effective oversight of all stages of redevelopment projects, from initial planning to construction completion;
  • Liaising between the internal county departments, County Board, city staff and elected officials, developers, community groups, and residents;
  • Managing project budgets, analyzing proformas, and securing funding sources and financing tools;
  • Negotiating development agreements with private developers
  • Supporting business retention, expansion and attraction opportunities;
  • Proactively adding value to Ramsey County residents by developing property through an equitable development framework and consistent with Ramsey County’s mission and goals; and performing related duties as assigned.


Flexible Workplace:

This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment.

Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.

Job Description Basic Function:

To manage and lead county efforts to develop or redevelop parcels of real property that are unused or needing rehabilitation by coordinating with local governments, business interests and other stakeholders to create a shared vision and process for development that improves economic growth, supports business retention and expansion, provides value to Ramsey County residents by developing property through an equitable development framework, and is consistent with Ramsey County’s mission and goals; and to perform related duties as assigned.

Requirements

  1. Develop strategic planning and evaluation activities for complex redevelopment projects in conjunction with Ramsey County leadership.
  2. Manage county’s role in complex redevelopment projects at all levels, from project initiation/ project coordination with various county departments, elected officials, community and business organizations and other stakeholders, through to actual permitting and completion of the development project. 
  3. Serve as lead county liaison with entities involved in Ramsey County redevelopment projects, including businesses, local governments, and state and federal agencies.

    Serve as liaison between county teams and departments, outside public agencies, the community at large, and various other stakeholders to promote effective and efficient planning and execution of development projects and economic development initiatives.

    Develop and draft Requests for Qualifications (RFQs) and Requests for Proposal (RFPs) related to the county’s role in development and redevelopment projects, act as point person in the solicitation of proposals, manage the evaluation process for proposals, coordinate activities with review committees comprised of officials from other entities, and manage resulting contracts.

    Plan, prepare and present overviews of economic development activities, redevelopment projects, and other economic initiatives to city and other local government officials, their elected bodies, business and developer groups, Greater MSP, Housing & Development Authority and the County Board.

  4. Prepares and presents Requests for Board Action (RBAs) staff reports that articulates the county’s role in redevelopment projects and other economic initiatives.
  5. Partner with county leadership and external stakeholders to develop goals, objectives, priorities and measurements for the county’s economic and redevelopment initiatives and projects.
  6. Conducts preliminary negotiations and assists county officials in the final negotiations with owners and developer of properties that are candidates for redevelopment. 
  7. Identify and seek outside funding streams to support the advancement of County-managed redevelopment projects to assist with infrastructure, housing, or job creation goals.

Qualifications

Education: Bachelor's Degree in Urban Planning, Planning, Project Management, Economic Development, Business Administration, Economics, or a related area.

Experience: Four (4) years experience in public administration, program management or a related area that includes Urban Planning, Project Management, Economic Development, or redevelopment of properties that are unused or needing rehabilitation.

Substitutions: Equivalent combination of education and related experience.

Additional Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for Redevelopment Manager. will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire.

Not all applicants who meet the minimum qualifications will pass the training and experience rating.

The rating on this supplemental questionnaire will depend on your answers to the questions –do not mark “see resume” or “see work history” as a response.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Redevelopment Manager.

This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy.

Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process.
